«Փաստ» օրաթերթը գրում է.
Առողջ հասարակությունն այն է, որի բոլոր շերտերի ներկայացուցիչների իրավունքները պաշտպանված են, իսկ ամենաառողջ հասարակությունը, որի բոլոր ներկայացուցիչները հնարավորություն ունեն հենց իրենք պաշտպանել իրենց իրավունքները: Կարծում ենք՝ այս մտքի հետ շատերը կհամաձայնեն, ինչպես և կհամաձայնեն, որ որևէ մեկի իրավունքի պաշտպանությունը չի կարող իրականացվել մեկ ուրիշի իրավունքի կամ արժանապատվության ոտնահարմամբ: Օրերս կրթության և գիտության նախախարը մի գրառում էր կատարել, որտեղ կոչ էր անում աշակերտներին, փոխադարձ հարգանքը պահպանելով, պաշտպանել իրենց իրավունքները հարկադրանքի լեզվով խոսող տնօրեններից: Ընդհանուր առմամբ, այս կոչի տրամաբանությունը հասկանալի է, սակայն մի շարք բաց հարցեր են մնում:
Նախ՝ ինչո՞ւ պետք է գոյություն ունենան հարկադրանքի լեզվով խոսող տնօրեններ և մի՞թե դա հենց աշակերտների խնդիրն է: Մյուս կողմից՝ արդյո՞ք նախարարը մտավախություն չունի, որ իր կոչը աշակերտների կողմից կարող է ընկալվել որպես կարգուկանոնին չենթարկվելու «նառուշիլովկա»: Վերջիվերջո, դպրոցը, կրթական հաստատությունն այն վայրն է, որտեղ քաղաքացին սովորում է կարգուկանոն, կարգապահություն: Շատ ու շատ տղա աշակերտների համար դպրոցին հաջորդում է բանակը, որտեղ կարգապահությունը ամենակարևոր բանն է: Վերոնշյալից զատ, մենք շատ հաճախ խոսում ենք ուսուցիչների հեղինակության բարձրացման մասին, օրեր առաջ նախագահ Արմեն Սարգսյանը կրթահամալիրներից մեկի այցելության ժամանակ կրկին խոսեց ուսուցչի վարկանիշի մասին: Ինչ խոսք, մեր կրթական համակարգում բացեր շատ կան, շատ կան նաև արատավոր երևույթներ, կան իրենց տեղում չգտնվող տնօրեններ և ուսուցիչներ, սակայն արդյո՞ք այս մանավոր դեպքերը պետք է հիմք դառնան ընդհանուր տպավորության համար: Պատասխանը, կարծես թե, միանշանակ է՝ ոչ: Բացի այս, արդյո՞ք կան որոշակի չափորոշիչներ, որոնք զատում են միմյանցից կարգուկանոնն ու հարկադրանքը դպրոցում, ի վերջո, յուրաքանչյուրս էլ եղել ենք աշակերտ և գիտենք, որ աշակերտի համար կրթությունը և կարգապահությունը հարկադրանքի նման մի բան է, համենայնդեպս, այդպես է ընկալվում: Եվ այստեղ արդեն հարց է առաջանում, ինչպե՞ս խուսափել հարկադրանքի և կարգապահության միախառնումից, գուցե պարզապես հանդես չգա՞լ երկիմաստ և տարընթերցվող հայտարարություններով:
