Կառավարությունը արտոնություններ տրամադրեց Եղվարդում նավթավերամշակման գործարանի կառուցման ծրագրի իրականացմանը

 Կառավարությունը ներդրումային ծրագրի շրջանակում 3 տարով հետաձգեց «ԱՐՄՕՅԼ» ՓԲԸ-ի կողմից ապրանքների ներմուծման դեպքում մաքսային և հարկային մարմինների կողմից հաշվարկված ավելացված արժեքի հարկի գումարների վճարման ժամկետը:

 «Արմենպրես»-ի փոխանցմամբ, Տնտեսական զարգացման ևներդրումների նախարար Արծվիկ Մինասյանը նշեց, որ խոսքը վերաբերում է «ԱՐՄՕՅԼ» ՓԲԸ-ի կողմից Եղվարդ քաղաքում նավթավերամշակման գործարանի կառուցմանը: Նա հիշեցրեց, որ նախորդ նիստերից մեկում լրացուցիչ ուսումնասիրության նպատակով հարցը հանվել էր օրակարգից, քանի որ Բնապահպանության նախարարության բնապահպանության և ընդերքի տեսչական մարմինը որոշել էր կասեցնել գործարանի կառուցումը:

«Մենք արդեն ստացել ենք տեսչական մարմնի մեկ այլ որոշում, որը բեկանել էր իր իսկ կայացրած որոշումը՝ հիմք ընդունելով ընկերության կողմից ներկայացված փաստարկներին հակափաստարկների բացակայությունը: Այսինքն՝ ընկերությունն ազատ է իր գործունեությունն իրականացնելու մասով: Առնվազն այս պահին չկա այն հիմքը, որով կասեցված էր գործունեությունը»,- ասաց նախարարը:

Վարչապետ Նիկոլ Փաշինյանը հետաքրքրվեց՝ այսինքն՝ բնապահպանական սպառնալիքների վերաբերյալ կասկածները փարատվա՞ծ են, ինչին Արծվիկ Մինասյանը պատասխանեց. «Այն ժամանակ գործարանի կառուցումը կասեցվել էր այն հիմքով, որ պետք է շրջակա միջավայրի փորձաքննություն անցնի որպես նավթավերամշակման գործարան, սակայն քննարկումների արդյունքում պարզվել է, որ դա ոչ թե նավթի վերամշակում է, այլ արդեն եղած նավթամթերքի վերամշակում, որը երկու տեսակի արտադրանք է տալու»:

Բնապահպանության նախարար Էրիկ Գրիգորյանը նկատեց, որ «Փորձաքննություն» ՊՈԱԿ-ը այս պահին ուսումնասիրում է հարցը ու դեռևս չունի իր դրական եզրակացությունը: «Այսինքն՝ դեռևս չկա պատասխանը՝ արդյոք այդ գործունեությունը ենթակա՞ է պարտադիր փորձաքննության, և դրանից հետո արդյոք դրական եզրակացություն ստանո՞ւմ է, թե ոչ»: Նախարարի խոսքով՝ կոնկրետ սարքավորումներ ներկրելու արտոնություն տալու մասով առարկություն չունեն, սակայն եթե հետագայում պարզվի, որ, ենթադրենք, բացասական եզրակացություն է ստանում գործունեությունը, ապա այն չի կարող շարունակվել:

Փոխվարչապետ Տիգրան Ավինյանը նշեց, որ այսօր ընդունվելիք որոշումը չի հակասում գործարանի գործունեության հետ կապված հետագա եզրակացությունների ընդունմանը: Արդյունքում որոշումն ընդունվեց:
