Ցավոք սրտի, ցանկացած փոփոխություն՝ լինի դրական, թե բացասական, բիզնեսի կյանքում ևս բերում է ցնցումներ: Tert.am-ի հետ զրույցում ասաց տնտեսական զարգացման և ներդրումների նախարարի տեղակալ Հակոբ Ավագյանը՝ անդրադառնալով փոքր առևտրով զբաղվող տնտեսվարողների դժգոհություններին, որ փակվում են, քանի որ ստիպված են ՀԴՄ-ները տպել և ամբողջ շրջանառությունը ներկայացնել:
«Առևտրի ոլորտում նոր դրույթ չի փոխվել, պարզապես քաղաքական իրավիճակներից ելնելով՝ իրադրություն է փոխվել, այսինքն, եթե նախկինում ասում էինք, որ խոշոր մատակարարները ոչ ամբողջովին են իրենց ապրանքները փաստաթղթավորում, որը շղթայական ռեակցիայով բերում էր նրան, որ փոքրն իր հասույթը թաքցնի, ապա այսօր այդտեղ, կարծես թե, մենք դրական տեղաշարժ ունենք, այսինքն՝ եթե ուժեղացվել է և հավասար պայմաններով է իրականացվում հարկային վարչարարությունը, փոքրերի մոտ ապրանքները մատակարարվում են փաստաթղթավորմամբ»,-ասաց նա:
Նշենք, որ փոքր կրպակատերերի դժգոհությունն էր փոխանցել ԱԺ փոխնախագահ Միքայել Մելքումյանը, ով նշել էր, որ դժգոհության պատճառն այն է, որ ապրանքի մատակարարներն ամբողջ ապրանքը փաստաթղթավորում են, և ստիպված առևտրի կետերը բոլորը ՀԴՄ-ները տպում են, արդյունքում մուտքերը նույն են, բայց հարկերը ավելացել են:
Ըստ փոխնախարարի՝ փոքրերի մոտ էլ պետք է վարքագծի կանոններ փոխվի, և իրենք էլ իրենց հասույթը, հետևաբար բերեն ճիշտ հայտարարագրեն:
«Կոնկրետ այդ խնդրում ոչինչ չկա անելու, որովհետև եթե ամբողջ շղթան փաստաթղթավորում են, առևտրի ոլորտը հնարավորություն ունի հարկը իջեցնելու մինչև 1,5 տոկոս շրջանառությունից, որն ինձ թվում է՝ մեծ հարկային բեռ չէ, եթե կարողանան գնորդ-մատակարար շղթան ուղղել ու 1,5 տոկոս հարկ վճարել»,-ասաց նա:
Հակոբ Ավագյանն օրինակ բերեց, որ եթե կոռուպցիոն մեխանիզմները վերանում են, ապա բիզնեսի մոտ վարքագծի կանոնները ևս պետք է փոխվեն: «Մենք այսօր ականատես ենք լինում բիզնեսների, որ նույնիսկ տեղյակ չեն լինում, որ ոչ կոռուպցիոն մեխանիզմներով, օրենքով ինչպես պետք է աշխատեն: Իր մոտ հարցականներ են լինում, և հուսով ենք, որ իրենց մոտ դա շատ արագ կանցնի»,-ասաց նա:
