11 միլիարդ դրամ անկանոն ջրամատակարարման համար. «Փաստ»
ECONOMICS«Փաստ» օրաթերթը գրում է.
2018 թ. ՀՀ բյուջեն կազմել էր 1 տրիլիոն 508 միլիարդ 797 միլիոն դրամ, որից 659 միլիարդ 649 միլիոն դրամն արդեն ծախսվել է: Անցել է արդեն մոտ յոթուկես ամիս, բայց բյուջեի մեծ մասը՝ 849 միլիարդ 147 միլիոն դրամը, դեռևս կա:
Բյուջեից ամենից շատ գումար հատկացվել է սոցիալական ապահովությանը՝ 408 միլիարդ 634 միլիոն, որից այս պահի դրությամբ առկա է դեռ 192 միլիարդ 21 միլիոն դրամ: Երկրորդ տեղում է ընդհանուր բնույթի հանրային ծառայությունների ոլորտը, որին 2018 թ. բյուջեով հատկացվել է 286 միլիարդ 748 միլիոն դրամ: Այս գումարից ծախսվել է 135 միլիարդը:
Իսկ ի՞նչ են իրենցից ներկայացնում ընդհանուր բնույթի ծառայությունները: Օրինակ՝ այս գումարից 141 միլիարդ 193 միլիոն դրամն ուղղվել է պետական պարտքի գծով գործառնություններին, իսկ 10 միլիարդ դրամից մի փոքր ավելի էլ՝ հետազոտական աշխատանքներին: Սրանից 839 միլիոն դրամն ուղղվել է ազգային արժեք ներկայացնող գիտական օբյեկտների պահպանությանը, 275 միլիոն դրամը՝ Քենդլ սինքրոտրոնային հետազոտությունների ինստիտուտ հիմնադրամին՝ որպես պետական աջակցություն, 802 միլիոնն էլ՝ գիտաշխատողների գիտական աստիճանների համար տրվող հավելավճարն է:
Օրինակ՝ ծրագրման և վիճակագրական ծառայությունների համար էլ այս տարի հատկացվել է 2 միլիարդ 241 միլիոն դրամ, որից 98 միլիոն 660 հազարն ուղղվել է տեղեկատվական տեխնոլոգիաների ոլորտի խթանմանը: Գյումրու ու Վանաձորի տեխնոլոգիական կենտրոնների գործունեության իրականացման ծրագիրը կազմել է 149 միլիոն 595 հազար դրամ, որից այս պահի դրությամբ ծախսվել է ընդամենը 53 միլիոնը:
Շրջակա միջավայրի պահպանությանն ու բնակարանային շինարարության և կոմունալ ծառայությունների իրականացման համար նախատեսված համապատասխանաբար՝ 11 միլիարդ 621 միլիոն և 22 միլիարդ 426 միլիոն դրամից շատ քիչ գումար է դեռևս օգտագործվել: Շրջակա միջավայրի պահպանման համար, օրինակ, ծախսվել է 2 միլիարդ 378 միլիոն դրամ, որից աղբահանության համար՝ 24 միլիոն 635 հազար դրամ:
Բնակարանաշինության խնդիրների լուծման նպատակավ հատկացված գումարից ծախսվել է միայն 3 միլիարդ 911 միլիոնը: Ջրամատակարարման համար այս տարի հատկացված 11 միլիարդ 269 միլիոն դրամից օգտագործվել է միայն 1 միլիարդ 348 միլիոնից մի փոքր ավելի: Սա ամբողջ հանրապետության մասշտաբով տրամադրվող գումարի մասին է: Եվ, թերևս, ոչ ոքի համար գաղտնիք չէ, որ վերջին մեկ–երկու շաբաթների ընթացքում ջրամատակարարումը, հատկապես՝ Երևանում, հեռու է կատարյալ լինելուց: Սակայն ամռան սեզոնին ջրամատակարարման խնդիրը ոչ միայն մայրաքաղաքում է: Առավել ծանր իրավիճակում են առանց ջուր մնացած հողատարածքների սեփականատերերը: Գուցե, եթե փող կա, օգտագործել դրանք:
