Աղբ թափելու բնավորություն. «Փաստ»
POLITICS«Փաստ» օրաթերթը գրում է.
«Վարչական իրավախախտումների մասին» օրենքում նոր փոփոխություններ են կատարվել, որոնցով նոր տուգանքներ են սահմանվել աղբահանության պատշաճ չկազմակերպման, ինչպես նաև ֆիզիկական ու իրավաբանական անձանց կողմից չսահմանված վայրում աղբ թափելու դեպքերի համար: Եթե կարճ ասենք` լավ է: Սակայն հանրության մեջ կան երևույթներ, որոնք հաճախ հնարավոր չէ վերահսկել տույժ–տուգանքներով ու օրենքներով:
Սրանցից ամենացայտուններից մեկը աղբ թափելն է: Աղբի դեմ պայքարը, մեծ հաշվով, տանուլ են տվել հայաստանյան բոլոր իշխանությունները:
Ոչ վաղ անցյալում, նախկին կառավարությունը, վարչապետ Կարեն Կարապետյանի գլխավորությամբ, պայքար էր մղում ավտոմեքենաներից աղբ թափող վարորդների դեմ: Թե քանի վարորդ ենթարկվեց պատասխանատվության ու վարչական տույժի, որևէ տվյալ չկա: Օրերս էլ, ոստիկանապետ Օսիպյանն անձամբ ստիպեց տաքսու վարորդին` վերցնել իր գցած աղբը: Բայց դե, Օսիպյանը հո անընդհատ փողոցում չի լինելու:Ընդհանրապես, աղբը չսահմանված վայրում թափելու համար միշտ էլ եղել է վարչական տույժ: Սա պարզապես նշանակում է, որ օրենսդրական կարգավորումներով այսօրինակ հարցերն այդպես էլ չեն լուծվում:
Իր հերթին սա նշանակում է, որ խնդիրն այստեղ հանրային մտածողության և գուցե նաև կրթության մեջ է:
Ի դեպ, հետաքրքիր է նշել, որ Կարեն Կարապետյանի կառավարությունը շաբաթօրյակների մեծ ջատագով էր, սակայն հենց այստեղից է սկսվում բովանդակային խնդիրը, որովհետև մաքուր երկիր ունենալու համար պետք չէ հաճախակի հավաքել աղբը, պետք է պարզապես չկեղտոտել:
Անկեղծ ասած, դժվար է տեսնել այն լուծումները, որոնք կարճ ժամանակում մեր հասարակության մոտ կձևավորեն երկիրը, քաղաքը, ժամանցային գոտիներն ու ընդհանրապես միջավայրը չաղտոտելու չգրված սկզբունք: Սակայն ակնհայտ է, որ վարչական օրենքների, տույժ տուգանքների խստացմանն ու ավելացմանը զուգահեռ, շատ ավելի կարևոր են բացատրական, քարոզչական ու կրթական գործունեությունը, որի արդյունքում յուրաքանչյուրի համար ամոթ կլինի աղբ թափել:
