Օրուելյան «հավասարությունն» ու ջունգլիների օրենքները. «Փաստ»

«Փաստ» օրաթերթը գրում է.
«Կոչ եմ անում բոլոր ձեռնարկատերերին, որպեսզի ինչպես որ պահանջվում է օրենքով, անպայման ՀԴՄ կտրոն տրամադրեն և բացառեն ՀԴՄ կտրոն չտրամադրելու պրակտիկան: Իսկ քաղաքացիներին կոչ եմ անում բոլոր խանութներում, սրճարաններում, ՀԴՄ-ով աշխատող բոլոր վայրերից հետևողական և սկզբունքային պահանջել կտրոնները»: Սրանք Նիկոլ Փաշինյանի խոսքերն են՝ հնչեցված ՀՀ ԱԺ մայիսի 8-ի հատուկ նիստում՝ վարչապետ ընտրվելիս: Այս խնդիրը բարձրացրել են նաև գրեթե բոլոր նախորդ վարչապետները, սակայն, որպես կանոն, ապարդյուն: Ապարդյուն առաջին հերթին այն պատճառով, որ պահանջողները չէին վստահում և... չէին պահանջում: Այս անգամ, կարծես, էականորեն վիճակ է փոխվել: Մասնավորաբար դրա մասին են վկայում բազմաթիվ փոքր խանութների տերերի բողոքները, որ ամեն տասը դրամի առևտրի համար մարդիկ ՀԴՄ կտրոն են պահանջում ու... իրենք այլևս չեն կարողանում աշխատել: Բողոքներն, անշուշտ, անհեթեթ են օրինականության տեսակետից: Բայց դրանք մի կարևոր բան են հուշում՝ որ տարիներ շարունակ ակնհայտ ստվերում են աշխատել ոչ միայն խոշորները, այլև միջիններն ու փոքրերը: Ամեն մեկն իր չափով: Մյուս կողմից, այն հանգամանքը, որ փոքր խանութներն ու առևտրի այլ կետերը ամբողջովին հարկային դաշտում աշխատելու պարագայում ուղղակի փակվելու վտանգի առջև են կանգնած (առավել ևս, որ առևտրի մեծ մասը «տետրով» են իրականացնում), ենթադրում է, որ հարկային քաղաքականության մեջ էական փոփոխությունների անհրաժեշտություն կա, որպեսզի առաջին հերթին ստեղծվեն բարենպաստ պայմաններ: Միանշանակ է, որ օրենքի առջև հավասար են բոլորը: Սակայն նախկին փորձը ցույց է տվել, որ ոմանք իսկապես «ավելի հավասար» են եղել: Հիմա առաջնահերթ խնդիր է բացառել օրուել յան հայտնի ձևակերպումը մի կողմից և առանձնակի ուշադրություն դարձնել փոքր ու միջին բիզնեսին՝ մյուս կողմից: Առանց այդ էլ վերջին տարիներին ջանք ու եռանդ չի խնայվել, որ խոշորները խժռեն փոքրերին, ճիշտ՝ ջունգլիների օրենքով: Բայց, եթե չենք սխալվում, մենք կարծես ջունգլիներում չենք ապրում: Թե՞ սխալվում ենք...
