Նոր նախագիծ` Արփայի վրա ՓՀԷԿ կառուցելու մասին. Բնապահպանական խնդիրներ այլևս չկա՞ն
SOCIETYՀՀ բնապահպանության նախարարության աշխատակազմի ջրային ռեսուրսների կառավարման գործակալության կողմից ՀՀ ջրային օրենսգրքի և ՀՀ կառավարության որոշումների պահանջների համաձայն, մշակվում է «Ջինջ-Արփա Հիդրո» ՍՊԸ-ի՝ Վայոց ձորի մարզի Ջերմուկ քաղաքի վարչական տարածքում Արփա գետի աջակողմյան անանուն վտակի վրա «ՋերմուկՀիդրո» ՓՀԷԿ-ի կառուցման նպատակով նոր ջրօգտագործման թույլտվության նախագիծը:
Ինչպես հայտնի է՝ Արփա գետը հայաստանյան ամենածանրաբեռնված գետերից մեկն է իր վրա կառուցված ՓՀԷԿ-երի քանակով՝ Որոտանից և Եղեգիսից հետո: Հստակ ասել, թե որքան ՓՀԷԿ կա այս գետի վրա, չենք կարող: Իհարկե ոչ բոլորն են գործում, բայց դրանք կամ կառուցման փուլում են, կամ էլ կառուցված են, սակայն դեռևս շահագործման չեն ենթարկվում:
Արփա գետը սկիզբ է առնում Զանգեզուրի և Վարդենիսի աղբյուրներից։ Այն թափվում է Արաքսի մեջ Նախիջևանի Հանրապետության տարածքում։ Գետի երկարությունը 126 կմ է, որից 90 կմ-ը մեր երկրի տարածքում է հոսում:
Էկոլուրի տվյալներով՝ Արփա գետի վրա են կառուցված «ԱՐԵՆԻ ՀԷԿ»-ը՝ «ԱՐԵՆԻ ՀԷԿ» ՓԲԸ-ի կողմից, որի դերիվացիայի երկարությունը 430,0մ է, «Ջերմուկ ՀԷԿ-2»-ը «Ջերմուկի հիդրոտեխ» ՍՊԸ-ի կողմից, որի դերիվացիայի երկարությունը 3484,0մ է, «Արփա» ՓՀԷԿ-ը «ԱՐՓԱ-ԷՆԵՐԳԻԱ» ՍՊԸ-ի կողմից, որի դերիվացիայի երկարությունը 3150 մետր է:
Արփայի վրա է կառուցվում նաև «Ջերմուկ-1» ՓՀԷԿ-ը, որը շահագործում է «Ջերմուկ Տուրբոշին» ՍՊԸ-ն, դերիվացիայի երկարությունը՝ 2357 մետր։ Այս ՓՀԷԿ-երը գետը իրենց խողովակների մեջ են վերցնում 13111 մ երկարությամբ տարածքում, ինչը կազմում է գետի 10,40%-ը: ԷկոԼուրի «Էկոլոգիական ռիսկերի գնահատման մոդել»-ի համաձայն՝ դա նորմայի սահմանում է:
Այլ փաստաթղթերից տեղեկանում ենք, որ այս գետի վրա են կառուցվում կամ կառուցվել նաև «Արփա-2», «Արփա-3» և «Կեչուտ-1» ՓՀԷԿ-երը:
Հետաքրքիր է նաև, որ նախորդ տարի այս օրերին ՀՅԴ-ական նախարար Արծվիկ Մինասյանը մերժել էր Արփա գետի վրա ՀԷԿ կառուցելու՝ ԲՀԿ-ական Սեդրակ Առուստամյանի ցանկությունը։ Նախարարությունը պատճառաբանել է, թե Արփա գետի վրա արդեն իսկ գործում է երեք ՀԷԿ, իսկ ևս երեքն էլ կառուցման փուլում են, և այս մեկի կառուցումը կարող է բնապահպանական խնդիրներ ստեղծել։ Այն ժամանակ խոսվում էր, թե մերժման պատճառն ընտրություններն են:
Այսօր արդեն ընտրություններ չկան, և Արփա գետի վրա ևս մեկ ՓՀԷԿ կառուցելու նախագիծ է մշակվում: Հետաքրքիր է՝ նախարարն այս անգամ էլ կմերժի նույն պատճառաբանությունը բերելով, թե՞...:
Ամեն դեպքում, կարծում ենք, որ այս մեկ տարվա ընթացքում շահագործվող ՓՀԷԿ-երի թիվը չի նվազել, գուցեև արդեն ավելացել է, և կասկած անգամ չի կարող լինել, որ այս մեկի կառուցումն էլ կարող է բնապահպանական խնդիրների առաջացման պատճառ դառնալ: Սակայն ինչպես կվարվեն նախարարությունում, հայտնի չէ:
