Կառավարությունը ջանքեր է գործադրում Հայաստանում ներդրումային միջավայրը բարելավելու համար, ինչն ուղղակի ազդեցություն կունենա տնտեսական աճի ցուցանիշների վրա: Այս մասին Ազգային ժողովում լրագրողների հետ զրույցում ասաց ՀՀ ֆինանսների նախարար Գագիկ Խաչատրյանը: «Հարկավոր է բարելավել ներդրումային միջավայրը, անել այնպես, որ մեր երկրում ներդրումներն ավելի շատ լինեն, ինչն ուղղակի ազդեցություն կունենա տնտեսական աճի ցուցանիշների վրա: Այս առումով բազմաթիվ խնդիրներ կան, որոնք բացասաբար են ազդում ներդրումային միջավայրի վրա և հարկավոր է դրանք վերացնել: Հայաստանի կառավարությունն այդ ուղղությամբ ջանքեր գործադրում է»,- նշեց նախարարը:
Դիտարկմանը, թե շատ միջազգային կազմակերպություններ Հայաստանում արտաքին ներդրումների նվազման գլխավոր պատճառ նշում են կոռուպցիան և ոչ հավասար մրցակցային պայմանները, Գագիկ Խաչատրյանը պատասխանեց. «Ոչ միայն կոռուպցիան, նաև շատ խնդիրներ կան, որոնք խոչընդոտում են: Մենք այսօր պատերազմող երկիր ենք, ունենք օրենսդրական բացեր: Այո, իհարկե, նաև կոռուպցիան, սակայն դուք պետք է նաև նկատեք, որ կոռուպցիայի դեմ պայքարում մենք որոշակի փոփոխություններ ունենք»,- ասաց Խաչատրյանը:
Հարցին, թե ինչի՞ է հասել կառավարությունը կոռուպցիայի դեմ պայքարում, Խաչատրյանն ընդգծեց, որ իրենք անընդհատ մոնիթորինգի տակ են պահում, թե օրինակ ինչ հաջողությունների են հասել հարկային համակարգում կոռուպցիայի դեմ պայքարում: «Հիմա եթե դուք տեսնում եք, մենք փոփոխություններ ենք անում հարկային և մաքսային օրենքներում, որպեսզի ամեն ինչ կախված լինի ոչ թե անձերից, այլ մեխանիզմներից: Մենք միասնական հաշվի գաղափարն ենք մտցնում, ինչը նշանակում է, որ մենք ընդհանրապես բացառում ենք հարկային մարմնի աշխատողների և տնտեսվարողների հարաբերությունները : Այսինքն, պետք է մշակել քայլերի շրջանակ, որպեսզի ամեն ինչ կախված լինի ոչ թե անձերից, այլ մեխանիզմներից»,- ասաց Խաչատրյանը:
Անդրադառնալով ՀՀ 2016թ. պետական բյուջեի նախագծում ներառված ցուցանիշներին արտաքին պարտքի ավելացման վերաբերյալ՝ Գագիկ Խաչատրյանը ուշադրություն հրավիրեց այն հանգմանքի վրա, որ բյուջեի նախագծով նախատեսվում է տնտեսական աճի ցուցանիշի նվազում, իսկ Հայաստանի բյուջետային ծախսերի մեծ մասը գնում է սոցիալական ծրագրերի վրա, որոնք չի կարելի կանգնցնել: «Սոցիալական ծախսերից հետ գնալը դժվար և անցանկալի գործ է: Դրա համար պետք է մտածել ինչպես ներքին, այնպես էլ արտաքին աղբյուրների հաշվին այդ ծրագրերը շարունակելու մասին»,- ընդգծեց նախարարը:
