Օրենսդիրն ամբողջությամբ ընդունեց մի շարք ապրանքների հարկային դրույքաչափի ավելացում նախատեսող օրինագիծը

Խորհրդարանը երկրորդ ընթերցմամբ և ամբողջությամբ ընդունեց «Ակցիզային հարկի մասին» ՀՀ օրենքում փոփոխություններ և լրացումներ կատարելու մասին օրենքի նախագիծը, որը նախատեսում է մի շարք ապրանքների ակցիզային հարկի դրույքաչափի բարձրացում:
Օրենքի նախագծին կողմ քվեարկեց 86, դեմ՝ 25, ձեռնպահ՝ 1 պատգամավոր:
Օրենքի նախագծով առաջարկվում է վերանայել ծխախոտի, օղու, վառելիքի ակցիզային հարկի դրույքաչափերը: Հիմնական զեկուցող, ՀՀ ֆինանսների նախարարի տեղակալ Վախթանգ Միրումյանը հստակեցրեց, որ օղու և ծխախոտի ակցիզային հարկի դրույքաչափի բարձրացումը պայմանավորված է Եվրասիական տնտեսական միության անդամակցության շրջանակներում այդ ապրանքատեսակների ակցիզային հարկի դրույքաչափերը ներդաշնակեցնելու պարտավորվածությամբ:
Վառելիքի դեպքում առաջարկվում է ավելացնել ակցիզային հարկի դրույքաչափը, քանի որ բենզինի և դիզելային վառելիքի համար գործել է հաստատագրված դրույքաչափ, որը վերջին 10 տարիների ընթացքում փոփոխությունների չի ենթարկվել: Նախագծով առաջարկվում է նաև տրանսպորտային միջոցների համար օգտագործվող սեղմած բնական գազը ևս ներառել ակցիզային հարկով հարկվող ապրանքների ցանկում: Օրենքն ուժի մեջ կմտնի 2016թ. մայիսի 1-ից:
ՀՀ կառավարությունը ՀՀ ԱԺ նախագահ Գալուստ Սահակյանի առաջարկով հետաձգել էր «Ակցիզային հարկի մասին» ՀՀ օրենքում փոփոխություններ և լրացումներ կատարելու մասին օրենքի նախագծի երկրորդ ընթերցմամբ քննարկումը՝ հաշվի առնելով պատգամավորների դժգոհությունները: Խորհրդարանը օրենքի նախագիծն առաջին ընթերցմամբ ընդունել է 2015թ. հունիսին: Այն պետք է քննարկվեր հատուկ ընթացակարգով, սակայն երկրորդ ընթերցմամբ քննարկումը կառավարությունը հետաձգեց՝ հաշվի առնելով պատգամավորների դժգոհությունները, ովքեր պնդում էին, որ վառելիքի ակցիզային հարկի դրո ւյքաչափի բարձրացումը հանգեցնելու նոր թանկացումների, ինչը առկա սոցիալական պայմաններում անընդունելի է:
Նախագծով առաջարկվում է բենզինի համար ակցիզային հարկի դրույքաչափը 112 հազար դրամից դարձնել 120 հազար դրամ, իսկ դիզելային վառելիքի դրույքաչափը 32 հազար 500 դրամից դարձնել 35 հազար դրամ, ավտոգազալցման կայանների կողմից իրացվող սեղմած գազի 1000 խորանարդ մետրի համար՝ 8330 դրամ: Բենզինի և դիզելային վառելիքի մասով դրույքաչափի բարձրացումը պայմանավորված է նրանով, որ այս դրույքաչափերը գործել են դեռևս 2006թ.: Մինչ այս պահը բենզինի և դիզելային վառելիքի գների բարձրացում է եղել շուրջ 41 տոկոսով:
