ՀՀ ԱԺ նախագահի տեղակալ, ԵԽԽՎ-ում ՀՀ ԱԺ պատվիրակության ղեկավար Արփինե Հովհաննիսյանը հոկտեմբերի 26-ին ընդունել է ԵԽ գլխավոր քարտուղարության պատվիրակությանը` ԵԽ քաղաքական տնօրինության ղեկավար Ալեքսանդր Գեսսելի գլխավորությամբ:

Պատվիրակության՝ Հայաստան այցի նպատակն է քննարկել ԵԽ Նախարարների կոմիտեի ժողովրդավարության հարցերով զեկուցողների խմբի՝ 2015 թվականի հուլիսին Հայաստան կատարած այցից հետո ՀՀ ստանձնած պարտավորությունների կատարման հարցում տեղի ունեցած զարգացումները:

Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ ԱԺ հասարակայնության և տեղեկատվության միջոցների հետ կապերի վարչությունից, ՀՀ ԱԺ նախագահի տեղակալը կարեւորել է Եվրոպայի խորհրդի հետ շարունակական արդյունավետ համագործակցությունը: Արփինե Հովհաննիսյանն ընդգծել է մեր երկրում ժողովրդավարության, մարդու իրավունքների պաշտպանության, օրենքի գերակայության ամրապնդման հարցում եւ բազմաթիվ ոլորտներում բարեփոխումների իրականացման գործընթացում ԵԽ-ի արժեքավոր դերակատարությունը:

ՀՀ ԱԺ փոխնախագահը մանրամասն ներկայացրել է ՀՀ Սահմանադրության լիարժեք կենսագործման համար անհրաժեշտ իրավական ակտերի մշակման եւ ՀՀ Ազգային ժողովում դրանց քննարկումների ընթացքը: Արփինե Հովհաննիսյանը նշել է, որ արդեն իսկ ընդունվել են սահմանադրական մի քանի օրենքներ: Այժմ քննարկման փուլում են«Դատական օրենսգիրքը» եւ «Սահմանադրական դատարանի մասին» օրինագիծը, որոնց վերաբերյալ ստացվել է Վենետիկի հանձնաժողովի դրական կարծիքը: Նա կարեւորել է հատկապես կոռուպցիայի դեմ պայքարի հարցում օրենսդրական կարգավորումները, որոնցով նախատեսվում է հակակոռուպցիոն նոր մարմնի եւ ազդարարների պաշտպանության գործուն համակարգի ստեղծում:

Անդրադարձ է կատարվել նաեւ «Ընտրական օրենսգրքի» ընդունման գործընթացին: Այս համատեքստում Արփինե Հովհաննիսյանն ընդգծել է, որ այն ընդունվել է իշխանության, ընդդիմության եւ քաղաքացիական հասարակության փոխհամաձայնության արդյունքում:

ՀՀ ԱԺ փոխնախագահն անդրադարձել է նաեւ ԼՂ հակամարտության կարգավորմանը՝ նշելով, որ ի տարբերություն Ադրբեջանի՝ Հայաստանն անում է հնարավորը խնդրի խաղաղ կարգավորման համար: Նա նշել է, որ ադրբեջանական կողմը, հակառակ ձեռք բերված պայմանավորվածությունների, պարբերաբար խախտում է զինադադարը եւ հավելել, որ այդ երկիրն ամեն ինչ անում է ԵԱՀԿ Մինսկի խմբի համանախագահների ձեւաչափում բանակցությունները ձախողելու եւ ԼՂ հիմնախնդիրն այլ հարթակ տեղափոխելու համար, ինչն անընդունելի է:

ԵԽ քաղաքական տնօրինության ղեկավար Ալեքսանդր Գեսսելը դրական է գնահատել վերջին տարիներին Հայաստանում իրականացվող բարեփոխումների ընթացքը եւ երկկողմ համագործակցության արդյունավետությունը: Պարոն Գեսսելը, խոսելով ԼՂ հակամարտության մասին, նշել է, որ ԵԽ-ն կողմնակից է խնդրի խաղաղ կարգավորմանը՝ ԵԱՀԿ Մինսկի խմբի շրջանակում:
