Գյումրու պետական համալսարանի (նախկին Մանկավարժական համալսարան) երկու դասախոս, որոնց թվում նաև քաղաքագետ Գագիկ Համբարյանը, բաց նամակ են հղել Սերժ Սարգսյանին և Կարեն Կարապետյանին ՝ բուհում տեղի ունեցող իրադարձությունների, մասնավորապես նոր ռեկտոր Սահակ Մինասյանի նշանակումից հետո տեղի ունեցող փոփոխությունների մասին: 

Թե ինչպիսի արձագանք կստանա բաց նամակը, դժվար է ասել: Մանավանդ, որ ռեկտորը, որի աշխատանքների մասին էլ դժգոհում էին բաց նամակի հեղինակները, պատահական մարդ չէ: Նա Շիրակի մարզի ՀՀԿ տարածքային կառույցի ղեկավարն է, իսկ մինչ այդ էլ եղել է Շիրակի մարզպետարանի կրթության բաժնի պետը: Այսինքն մարդ, ով ակնհայտ ռեսուրս է կուսակցության համար, հաշվի առնելով կրթական ոլորտի կուսակցականացման գերակա նշանակությունը իշխող կուսակցության վերարտադրության տեսանկյունից: 

Դժվար է ասել, արդյո՞ք բաց նամակում արտահայտված դժգոհությունները օբյեկտիվ են, թե ոչ: Բայց պարզ է մի բան, որ Գյումրին բացառություն չէ, և այստեղ ևս կրթական համակարգը գտնվում է խիստ կուսակցական ֆիլտրի տակ: Պարզապես նշենք, որ այժմ Մինասյանի նախկին պաշտոնը զբաղեցնում է նրա սանիկը ՝ Հրայր Կարապետյանը, որը այս տարվա ապրիլին ՀՀԿ ռեյտինգային ցուցակում ընդգրկվածներից մեկն էր: Այսինքն կրթության ոլորտը ՝ դպրոցների և բուհերի մակարդակով վերցված է վերահսկողության տակ:

Դժվար չէ կռահել, թե ինչ փոփոխություններ է արել նոր ռեկտորը: Մանկավարժական համալսարանը պետական վերանվանելու բավական ականջ շոյող ֆոնի ներքո, իրականում տեղի է ունենում կադրերի գույքագրում: Համալսարանը վերածվում է կուսակցական կադրային բազայի ՝ կոնկրետ նպատակների ծառայելու համար: Այսքանից հետո դժվար է ասել, թե ինչ կարիք կա դիմել բարձրագույն իշխանության ներկայացուցիչներին, եթե Սահակ Մինասյանն ընդամենը անում է այն, ինչ իրենից պահանջվում է, որպեսզի բարձրագույն իշխանության այս կազմն ընդամենը վերարտադրվի:
