Կառավարությունը Ազգային ժողով է ներկայացրել «Պաշտպանության մասին» օրենքի նոր նախագիծ։  Նոր նախագծով բավական լուրջ լիազորություններ են նախատեսված Անվտանգության խորհրդի համար։ Օրենսդրորեն էականորեն նվազեցվում են պաշտպանության և անվտանգության ոլորտում վարչապետի լիազորությունները։ 

Այս փոփոխությունները բնականաբար պատահական չեն: Դրանց հիմքում փոփոխված սահմանադրությունն ու 2018թ. իշխանության վերարտադրության խնդիրներն են: Փաստացի, կառավարման պառլամենտական մոդելը, որում կենտրոնական դեր պիտի ունենար մեծամասնություն կազմող ուժի ներկայացրած վարչապետը, այդքան էլ հստակ չի գործելու: Արդեն հիմա վարչապետի ապագա լիազորությունների շրջանակը նեղացվում է: 

Խնդիրն ավելի հետաքրքրական է դառնում հատկապես, երբ խոսքը վերաբերվում է պաշտպանության ոլորտին: Իսկ պաշտպանության ոլորտը, այսինքն ՝ բանակը, էական նշանակություն ունի թե երկրի ներքին, թե արտաքին քաղաքականության մեջ: Փորձենք դիտարկել պաշտպանության հայեցակարգի փոփոխության հիմնական սցենարները: 

Վարչապետության գործընթացը ձախողելու դեպքում, Սերժ Սարգսյանն իր համար ստեղծում է ապահովագրվելու բալաստ, տեղ որտեղ կարող են իր «ծառայությունները» պետք գալ: Նա մեկ անգամ արդեն հայտարարել է, որ պատրաստ է այսուհետ էլ ծառայել պետության անվտանգությանը որևէ պաշտոնում: Անվտանգության խորհրդի նախագահ դառնալու և բանակը վերահսկելու դեպքում, Սարգսյանն, ըստ էության ապահովագրում է իրեն թե ներքին դավադրություններից, թե արտաքին: Արտաքինի դեպքում խոսքը դրսի դիվանագիտական և ռազմական միջամտությունների մասին է, որոնց կարող է դիմագրավել միայն բանակի առկայությունը, ոչ միայն մարտունակ բանակի, այլև բանակի, ով չի մատնվի քար լռության, երբ դրա կարիքը լինի: Ներքին առումով՝ ուժայինները միշտ են եղել իշխանության առաջին հենարանները: Օլիգարխիկ կոչվող համակարգի վախը ևս բռնվել է ուժայինների միջոցով: Հաշվի առնելով, որ Վովա Գասպարյանի հանդեպ Սերժ Սարգսյանը քաղաքական վստահության ահռելի պաշար ունի, բանակի հետ միասին այս երկու կռվանները բավարար են իշխանությունը պահելու կամ առնվազն իշխանությունը չտալու համար, անկախ պաշտոնից: Մանավանդ, եթե այս ամենին գումարենք ՀՀԿ-ի ղեկավար լինելու և պառլամենտի հանրապետական ֆրակցիայում մեծամասնություն ունենալու հանգամանքները:

Եթե ամեն դեպքում, Սերժ Սարգսյանին հաջողվի կոտրել Կարեն Կարապետյանի և նրա հովանավորների ճնշումը և իշխանությունը պահել ամբողջովին ՝ վարչապետ դառնալու տեսքով նաև, ապա այդ դեպքում կարելի կլինի անվտանգության խորհուրդը հանձնել որևէ վստահելի կուսակցականի կամ թիմակցի (Վիգեն Սարգսյանի նման), բայց փաստացի անձամբ ղեկավարել այդ կառույցը: 

Մյուս տարին շատ հետաքրքիր է լինելու իշխանական վերադասավորումների առումով: Այդ վերադասավորումներն ընթանում են ապակայունացման շատ նուրբ սահմանի վրա և ցանկացած պահի կարող են դուրս գալ վերահսկողությունից:
