Ադրբեջանական բարբարոսությունները թե՛ ղարաբաղյան  շարժման առաջին տարիներին, թե՛ 2016 թվականի ապրիլին կասկած չեն թողնում, որ Արցախի ժողովրդի՝ իր իրավունքների ինքնորոշման համար պայքարն արդարացի էր ինչպես անցյալում, այնպես էլ ներկայում: «Արմենպրես»-ի հաղորդմամբ՝ «Հայաստան-Սփյուռք» 6-րդ համաժողովի շրջանակում արտաքին քաղաքական օրակարգի թեմատիկ նիստում այս մասին ասաց ՀՀ արտգործնախարար Էդվարդ Նալբանդյանը:

«Մոտեցումներից մեկը, որը որդեգրել ենք հիմնահարցի հանգուցալուծման նպատակով, Արցախի ինքնորոշման իրավունքի իրացման միջազգային  ճանաչումն է: Այսօր ժողովուրդների ինքնորոշման իրավունքն ուժի կամ ուժի սպառնալիքի չկիրառման ու տարածքային ամբողջականության հետ միասին ամրագրված է՝ որպես ղարաբաղյան խնդրի հանգուցալուծման հիմնարար սկզբունքներից մեկը: Այս երեք սկզբունքներն ամրագրված են Մինսկի խմբի համանախագահող երկրների նախագահների հայտարարություններում, ԵԱՀԿ եւ մի շարք այլ կառույցների փաստաթղթերում»,- նշեց նա:

Էդվարդ Նալբանդյանի հավաստմամբ՝ հայկական կողմը բազմիցս հայտարարել է, որ ընդունում է համանախագահող երկրների առաջարկությունները որպես բանակցությունների հիմք, մինչդեռ Ադրբեջանը շարունակաբար մերժում է դա անել:  «Պարզ է, որ  չի կարող հանգուցալուծում լինել, մինչ Ադրբեջանը չընդունի միջազգային իրավունքի սկզբունքները, փոխարենը Բաքուն նախընտրում է իր համար ինչ-ինչ մտացածին սցենարներ հորինել, համանախագահներին երեւակայական առաջարկներ վերագրել»,-ասաց Էդվարդ Նալբանդյանը:

ՀՀ արտգործնախարարը շեշտեց, որ խնդրի հանգուցալուծումը պետք է Արցախի ժողովրդի անվտանգության ապահովման հստակ երաշխիքներ տա:

«Մարդկանց անվտանգության ապահովումը միջազգային պարտավորություններից մեկն  է,   եւ Լեռնային Ղարաբաղն այս իրավունքը վաստակել է նաեւ իր արյան եւ մեծ զոհողությունների գնով: Բաքվի ռազմական հռետորաբանությունը,  ղեկավարության կողմից հասարակության մեջ հայատյացության սերմանումը, զինադադարի պարբերական խախտումները, նորանոր սպառնալիքները, ապրիլյան ոճրագործությունը կասկածի տեղ չեն տալիս, որ անվտանգության թերի երաշխիքների պարագայում այս հակամարտությունը ավարտված չի կարող լինել»,-ասաց նա:

Էդվարդ Նալբանդյանը նշեց, որ հայկական կողմի մոտեցումներից մեկը նաեւ բանակցային գործընթացում Հայաստանի պատասխանատու կառուցողական քայլերի, նախկինում ձեռք բերված պայմանավորվածությունների անշեղ իրականացումն է:

«Կարծում եմ՝ դժվար չի լինի պատկերացնել, թե որքան ջանքեր է  պահանջում բանակցային սեղանի շուրջ համաձայնությունների գալը, երբ հատկապես կողմերից մեկն Ադրբեջանն է»,-ասաց ՀՀ արտգործնախարարը՝ հավելելով, որ այնուամենայնիվ համանախագահները սկսել են մատնանշել, թե որն է խախտող կողմը՝ նպատակ  հետապնդելով ուշքի բերել Ադրբեջանին:
