Վերջին շրջանում հաճախակիացել են ոչ պաշտոնական-քարոզչական տողատակերով հնչող մեղադրանքները ուժային տարբեր կառույցների ներկայացուցիչների միջև: Ուժային կառույցների դիվերսիֆիկացիան՝ ֆունկցիաների տարանջատումը, բերել է մի իրավիճակի, որ Հայաստանում մի շարք ուժային կառույցների ներքին խնդիրները անընդհատ հատվում են իրար: Ոչ պաշտոնական խողովակերով բոլորն անվերջ իրար մեղադրում են ոչ պրոֆեսիոնալ գործունեության, քիթն ուրիշի գործերի մեջ մտցնելու, ուրիշի արածը որպես սեփականը ներկայացնելու մեջ, փորձելով ճշգրտել նաև իրենց գործունեության սահմանները: 

Խնդիրը, սակայն, ավելի գլոբալ է: Հայաստանի կիսաավտորիտար վերնախավում տեղի է ունեցել սահմանների լղոզում ՝ Սերժ Սարգսյանի քաղաքական կուրսի պատճառով: Սարգսյանը կիսել, բաժանել և դիվերսիֆիացրել է համակարգը, ստեղծելով ուժի տարբեր կենտրոններ, որոնք միաժամանակ լինելով ներքին մրցակցության մեջ, հավատարիմ են ու միտված դեպի Սերժ Սարգսյանը: 

Սա դասական սցենար է ավտորիտար այն երկրների համար, որոնք ունեն ահռելի քանակությամբ ուժային կառույցներ և շատ հաճախ զբաղված են իրար վերահսկելով: Հայաստանում, սակայն, առանձնահատկությունը կայանում է նրանում, որ ոչ բոլոր կառույցներն են լիովին Սերժ Սարգսյանի վերահսկողության տակ: Ոմանք գտնվում են արտաքին ազդեցության, ոմանք էլ ներքին տարբեր ուժային կենտրոնների ազդեցության տակ: Այս իմաստով Սերժ Սարգսյանը լիակատար վստահություն ունի միայն Վովա Գասպարյանի մասով: Վիգեն Սարգսյանի՝ զինված ուժերի դեպքում, ներքին ուժային հակամարտություններ չկան, քանի որ այս կառույցը նույն չափով ներգրավված չէ այս մրցապայքարում:

Ուժայինների ներքին կոնֆլիկտներում թիրախավորելով Վովա Գասպարյանին, դրսի ու ներսի կենտրոնները թիրախավորում են Սերժ Սարգսյանին: Եվ պատահական չէ, որ հանցագործության կամ քրեական ռազբորկայի մասին հնչեցված ցանկացած լուր ուղղվում է հենց Վովա Գասպարյանին, այն հարցադրմամբ, թե՝ ուր է նայում ոստիկանապետը: Եվ իրականում անտեսվում են այն ուժային կառույցները, որոնք նույնպես իրենց չափով պետք է որ քննադատվեին կամ ունենային իրենց մասնաբաժինը:

Սրան զուգահեռ Վովա Գասպարյանի գլխավորած կառույցին է վստահված փաստացի իշխանության դրոշակակրի «պաշտոնը» և փողոցում հասարակական դժգոհությունների ժամանակ կարգ ու կանոնի հաստատումը: Սրանով հավելյալ պատասխանատվություն վերցնելով իր վրա, Վովա Գասպարյանը հայտնվել է թիրախում: Նրա վրա միաժամանակ և՛ տարբեր կողմերից ահռելի ճնշումներ կան, և՛ միաժամանակ, կա նաև Սերժ Սարգսյանի վստահությունը՝ թիկունքից: Փաստորեն առաջիկայում սպասվող իշխանության վերաբաժանման ժամանակ նա կարող է դառնալ Սարգսյանի հիմնական առաջամարտիկներից մեկը՝ թե՛ փողոցում և թե՛ ներիշխանական կուլիսներում:
