Բիզնես օմբուդսմենի ինստիտուտը` հերթական փաստաբանական գրասենյակ

Գործատուների հանրապետական միությունում ոգևորված չեն բիզնես օմբուդսմենի ինստիտուտի գաղափարով: Միության նախագահ Գագիկ Մակարյանը Past.am-ի հետ զրույցում ասաց, որ մասնակցել են տարբեր քննարկումների՝ ներկայացնելով իրենց անհամաձայնությունը: Ըստ մեր զրուցակցի` պետական որոշ կառույցներ պարտավոր են կատարել և քիչ թե շատ կատարում են այդ գործառույթները, որոնց իրականացման համար ուզում են հիմնել նոր կենտրոն:
«Դա եղել է նաև Վերակառուցման և Զարգացման Եվրոպական Բանկի բիզնեսի աջակցման խմբի առաջարկը: Կա Ուկրաինայի օրինակը: Հնարավոր է, որ մի քանի տարի Եվրամիությունը գումարներ տրամադրի, սակայն կառույցը հետագայում պետք է անցնի ինքնաֆինանսավորման, որովհետև պետությունը գուցե չցանկանա այն պահել: Եթե պետությունը չֆինանսավորի, դա կլինի անհավասար մրցակցության օրինակ:
Ուրիշի փողով ստեղծվում է կենտրոն, որն աշխատում է, անուն, շուկա ձեռք բերում, բայց հետո ստիպված է լինում փող հայթայթել՝ փաստաբանական գրասենյակի պես աշխատելով»,- նշեց Գ. Մակարյանը: Նա նաև ընդգծեց, որ պետք է հասկանալ՝ ի՞նչ լծակներ է ունենալու նոր ինստիտուտը, ինչպե՞ս է այն պաշտպանելու ՓՄՁ-ների շահերը, այդ մարմնի կարծիքներն ու որոշումները խորհրդատվակա՞ն, թե՞ պարտադիր բնույթ են կրելու: Ըստ Մակարյանի՝ եթե կառույցը չունենա լուրջ լծակներ, ապա կդառնա անիմաստ փաստաբանական գրասենյակ:
«Մեր պետությունը սիրում է ստեղծել տարբեր ինստիտուտներ, հատկապես, երբ «տակը» փող կա, բայց դրանով թուլացնում է մյուս ինստիտուտները: Կան տեսչական մարմիններ, դրանց ներսում՝ բողոքարկման խորհուրդներ, գործում են քաղաքացիների շահերը պաշտպանող ՀԿ-ներ, պետական և մասնավոր կառույցներ: Հիմա էլ հայտնվում է մարմին, որը պետք է «սարե՞ր շրջի»»,- ասաց պարոն Մակարյանը:
Գործատուների միության նախագահը դրական միտումներ է տեսնում կառավարության ծրագրում, Պետական եկամուտերի կոմիտեի աշխատանքներում: Նրա կարծիքով՝ հարկային ստուգումների ոլորտում գրեթե բացակայում են կոռուպցիոն ռիսկերը, կրճատվել է ստվերը:
«Անդրադառնալով Ուկրաինայի օրինակին՝ նշեմ, որ երկու-երեք տարում բիզնես օմբուդսմենը մոտ 150 դեպքում է կարողացել հարց լուծել:Դա փոքր թիվ է: Իմ կարծիքով՝ պետք է դատարանները և մյուս ինստիտուտները նորմալ գործեն, այդ ժամանակ չի լինի նման կառույցներ հիմնելու կարիք»,- եզրափակեց Գագիկ Մակարյանը:
