Մեծագույն ցանկության դեպքում անգամ Եվրասիական տնտեսական միությունում միասնական արժույթ ունենալու հնարավորությունները խիստ սահմանափակ են: Քաղաքական որոշումներով կամ հայտարարություններով անհնար է առաջ քայլ անել: Այս մասին Tert.am-ի հետ զրույցում ասաց տնտեսագետ Ատոմ Մարգարյանը՝ անդրադառնալով Զարգացման եվրասիական բանկի կողմից ԵԱՏՄ երկրներին արված առաջարկին:

«Միասնական արժույթի անցնելու համար պետք է համադրելի լինեն ԵԱՏՄ երկրների տնտեսական աճը, մեկ շնչի հաշվով եկամուտները, գնաճը, ազգային արժույթների կայունությունը պետք է որոշակի ինտերվալներում լինի, վճարային հաշվեկշռի դեֆիցիտը, բյուջետային ցուցանիշները, արտաքին պարտքն ու դրա սպասարկման հնարավորությունները և այլն»,- շեշտեց Մարգարյանը:

Նրա տեղեկացմամբ՝ Եվրամիության միասնական արժույթի՝ Եվրոյի ստեղծման համար առնվազն 50 տարի պահանջվեց, երբ վերը նշված ցուցանիշները հնարավոր եղավ համադրելի դարձնել:

Հիշեցնենք, որ Զարգացման եվրասիական բանկը ԵԱՏՄ-ի անդամ երկրների կենտրոնական բանկերին առաջարկել է ստեղծել տարածաշրջանային հաշվարկային դրամական միավոր: Զարգացման եվրասիական բանկի ինտեգրացիոն հետազոտությունների կենտրոնի տնօրեն Եվգենի Վինոկուրովը նշել է, որ խոսքը միասնական արժույթի մասին չէ, այլ գործիքի, որը թեթևացնում է փոխադարձ հաշվարկները:

Ատոմ Մարգարյանի խոսքով՝ առաջարկվող հաշվարկային դրամական միավորը նման է  Եվրոյի նախատիպ ECU-ին, որը միասնական վճարային համակարգ էր՝ անկանխիկ հաշվարկների համար՝ որպես չափման միավոր. «Երևի, այս կարգի նախագիծ է, բայց դրա համար ևս պետք է լինեն էական պայմաններ, որոնք այս պահի դրությամբ պրոբլեմային են»,- ընդգծեց տնտեսագետը:

Ըստ Մարգարյանի՝ մինչ տարածաշրջանային հաշվարկային դրամական միավորին անցնելը առաջին քայլը կարող է լինել ազգային արժույթներով հաշվարկային համակարգ ձևավորելը: Օրինակ՝ ԵԱՏՄ երկրներ Հայաստանի և Ռուսաստանի փոխադարձ առևտրում հաշվարկներն արվեն, ենթադրենք, հայկական դրամով կամ ռուսական ռուբլով:

«Եթե հիշում եք, նախորդ կառավարության տարիներին խոսք էր գնում գազի դիմաց ռուսական ռուբլով վճարելու մասին: Այդպիսի նախաձեռնություն կար, որը մնաց թղթի վրա: Սա, ինչ խոսք, ձեռնտու էր Հայաստանին, որովհետև ռուբլին վերջին տարիներին արժեզրկվել է»,- ասաց նա:

Տնտեսագետի համոզմամբ՝ ԵԱՏՄ տարածքում միասնական արժույթի անցման հնարավորությունն ավելի կմեծանա, եթե ձևավորվեն ընդհանուր շուկաներ: Օրինակ՝ նախաձեռնություն կար, այսպես կոչված, ընդհանուր էներգետիկ շուկայի ձևավորման մասին, բայց այս հարցում նույնպես տեղաշարժեր չկան:

«2015 թ.-ից սկսած ԵԱՏՄ տարածքում այսպիսի ինտեգրացիոն գործընթացների կոնտեքստում միասնական արժույթի անցնելու խոսակցությունը նոր բան չէ: Բայց, իմ կարծիքով, առնվազն առաջիկա 7-8 տարիներին միասնական արժույթին անցումը ռեալ չէ»,- նշեց Մարգարյանը:
