Երեկ Իսրայելի տրանսպորտի և հետախուզության նախարար Իսրայել Կացը Հերցլի միջդիսցիպլինար կենտրոնում հրավիրված կոնֆերանսում հռչակել է իր երկրի տեսլականը՝ Ծոցի արաբական երկրների հետ կապված, վերջիններիս կոչ անելով փուլ առ փուլ կարգավորել հարաբերությունները Թել Ավիվի հետ: Դրա համար, նախարարի ներկայացմամբ, նախ և առաջ տնտեսական խաղաղություն է անհրաժեշտ հաստատել՝ հրավիրելով վարչապետ Բենիամին Նեթանյահուին և համագործակցության բոլոր հնարավոր տարբերակներն անձամբ նրա հետ քննարկելով: Կացն ընդգծել է, որ արաբական երկրները վերջապես պիտի գիտակցեն այն պարզ փաստը, որ առանց Իսրայելի անհնար է տարածաշրջանում խաղաղության հասնել, իսկ վերջինիս էլ հնարավոր է հասնել միայն միասնության միջոցով:
 
Ընդ որում, Իսրայելում համոզված են, որ այդ նպատակին անհնար է հասնել նաև առանց ԱՄՆ–ի ներգրավվածության, որն այժմ ամեն բան պիտի անի, որպեսզի խափանի Իրանի՝ Սիրիայում երկարատև հաստատումն ու Իրան–Իրաք–Սիրիա–Լիբանան ցամաքային հաղորդակցությունը: Նախարարը նաև նշել է, թե Իրանի վերջին հրթիռակոծումը Դեյ–ազ–Զորի շրջանում ավելի շատ Ծոցի երկրներին ուղղված մարտահրավեր է անհրաժեշտ դիտարկել և բոլորին հականե հանվանե օգնություն է առաջարկել հետախուզության և անվտանգության հարցերում՝ շիական մահիկի չեղարկման արդյունքում Իսրայելի բարեկամությունը խոստանալով:
 
Այս համատեքստում Կացը բոլորին առաջարկել է նաև սեփական նախաձեռնություններով հանդես գալ, ոչ թե միայն լսել Իսրայելին և, որպես սեփական նախաձեռնություն, նախանշել է բեռնափոխադրումների համար անհրաժեշտ տարածաշրջանային երկաթուղու կառուցման անհրաժեշտությունը, որով Իսրայելը ցամաքային կամուրջ կհանդիսանա Միջերկրական ծովի, Հորդանանի և հարավում գտնվող երկրների համար:
 
Նախարարը կարևորել է նաև Պաղեստինի հետ փուլային և առանց նախապայմանների վարվելիք բանակցությունների անհրաժեշտությունը, ինչպես նաև՝ Ծոցի երկրներին առաջարկել է Գազայի հատվածի մոտ արհեստական կղզի հիմնել, որը սեկտորն Իսրայելից անջատելով՝ նրա ուսերից կվերցնի նաև այնտեղ ապրող պաղեստինցիների պատասխանատվությունը: Ըստ նախարարի՝ դա չի նշանակի, թե Գազան շրջափակման է ենթարկվելու. այն անպայման կկապվի արտաքին աշխարհի հետ, սակայն, նրա մեկուսացմամբ Իսրայել նաև իր անվտանգությունը կապահովի: Այսպիսով՝ Հերցլը շատ հետաքրքիր տեսլական է ձևակերպել: Այն է՝ բանակցել Պաղեստինի համար, բայց ո՛չ Պաղեստինի փոխարեն, անջատել սեփական հարաբերությունները պաղեստինյան հարցից՝ կարևորելով տարածաշրջանային ամենաուժեղ պետության հետ համագործակցությունն ու տնտեսական ինտեգրացիան, միավորվել ընհանուր թշնամու՝ Իրանի դեմ:
