Մինսկի խումբն ու Արցախյան հարցը

Սահմանային վերջին լարվածությունների հետ կապված, հայտարարությամբ է հանդես եկել ԵԱՀԿ Մինսկի խումբը։ Հայտարարության մեջ մասնավորապես ասվում է. «Բազմաթիվ հավաստի աղբյուրներից հավաքված տեղեկատվության համաձայն, Ադրբեջանը մայիսի 15-ին շփման գծում հրթիռ է արձակել՝ ոչնչացնելով ռազմական տեխնիկա։ Մայիսի 16-ի երեկոյան եւ հաջորդ օրը հայկական զինված ուժերը պատասխանել են տարբեր տրամաչափի ականանետային կրակահերթերով։ Երկու կողմերի նման գործողությունները հրադադարի ռեժիմի զգալի խախտում եւ տագնապի առիթ են։
Հակասական տեղեկություններ կան վերջին հրետակոծումների թիրախների, տուժածների եւ հասցված վնասի մասին։ ԵԱՀԿ Մինսկի խմբի համանախագահներն ու ԵԱՀԿ գործող նախագահի անձնական ներկայացուցիչը շարունակում են լրացուցիչ տվյալներ եւ վերլուծություններ հավաքել՝ առկա իրավիճակի մասին առավել հստակ պատկեր ունենալու համար։
ԵԱՀԿ Մինսկի խմբի համանախագահները դատապարտում են վերջին օրերին հրադադարի ռեժիմի խախտումները, ու կողմերին կոչ անում անել անհրաժեշտ քայլեր ձեռնարկել՝ հակամարտության գոտում հետագա սրումից խուսափելու համար»:
Իհարկե, հայտարարությունն ամբողջությամբ չի արտացոլում իրավիճակի իսկությունը, բայց այն հանգամանքը, որ կա հստակեցում, թե ով է սկսել խախտումներ անել, արդեն գովելի է։ Սա բացառիկ դեպք է, երբ Մինսկի խումբը նման ձևաչափով հայտարարություն է անում։ Անգամ ապրիլյան ակնհայտ սադրանքի օրերին, նրանք զերծ մնացին կոնկրետ գնահատական տալուց։
Այժմ ըստ էության, թե Մինսկի խմբի ինչի՞ն է պետք նման հայտարարությունը։ Ամեն ինչ շատ պարզ է։ Ադրբեջանն արդեն հստակ հասկանում է իր գերակայությունը Հայաստանի և Արցախի նկատմամբ։ Օրերից մի օր, քանակը որակ տալու էր։ Այժմ, այդ երկիրը փորձում է խուսանավել միջնորդների առաջարկություններից և ուժի ցուցադրությամբ փոխել խաղի կանոնները։ Դրա վառ ապացույցն է նաև այն հանգամանքը, որ Ադրբեջանի հասցեին խիստ տոնով հանդես եկավ նաև ՌԴ ԱԳ խոսնակ Մարիա Զախարովան։ Համանախագահող երկրները հասկացնում են Ադրբեջանին, որ նա պարտավոր է վերադառնալ բանակցությունների սեղանին ու քննարկել այն առաջարկների փաթեթը, որոնք կա սեղանի շուրջ դրված։ Սակայն, ինչպես ասում են, ախորժակն ուտելիս է բացվում ու սա արդեն Ադրբեջանին խիստ բնորոշ է։
Մինսկի խմբի հայտարարությունը, բացի դրական տարրերից, իր մեջ ունի նաև բացասական բաղադրիչ։ Մինչ այս, երկդիմի արտահայտությունները թույլ էին տալիս ունենալ ազդեցության լծակներ։ Այժմ, կոնկրետ հասցեական հայտարարություններով նրանք պարզապես կարող են ստիպել Ադրբեջանին երկմտել այդ խմբի գործունեության շուրջ, իսկ եթե Ադրբեջանն սկսեց երկմտել, կարող են լինել անկանխատեսելի գործընթացներ։
