«Փաստ» օրաթերթը գրում է.
Տեղեկացնում ենք ձեզ, որ Հայաստանում Իրանի Իսլամական Հանրապետության արտադրանքի համապատասխանության գնահատման մարմինների ներկայացուցչական գրասենյակներ հիմնելու նպատակով, ինչպես նաև հայկական արտադրանքի սպառման ծավալների մեծացմանը, զբոսաշրջության աճին խթանելու և տեղական արտադրանքի մուտքը նոր շուկաներ ապահովելու նպատակով վաղը Երևանում կբացվի Հայաստանում «Հալալ»–ի գրասենյակը:
Պաշտոնական տեղեկության համաձայն Հայաստանում «Հալալ»–ի գրասենյակի բացումը նոր խթան կհանդիսանա հայ գործարարների կողմից դեպի Իրան արտահանման ծավալների մեծացման համար:
«Իրազեկ և պաշտպանված սպառող» հասարակական կազմակերպության նախագահ Բաբկեն Պիպոյանի կարծիքով արտահանման ծավալների մասին հնարավոր կլինի խոսել բացառապես այն ժամանակ, երբ ձևավորվի հայկական ապրանքների հանդեպ պահանջարկը:
«Մեզ մոտ պարբերաբար որոշ շուկաներ ներգրավելու առումով իշխանություններն ինչ–որ քայլեր իրականացնում են, սակայն որոշ ժամանակ հետո հասկանում են, որ այն ծավալով, որքանով ցանկանում էին, չեն կարողացել դաշտը գրավել: Այս առումով մեզ պե՞տք է օրինակ՝ «Հալալը», միանշանակ պետք է, բայց արդյո՞ք այն երաշխավորում է մրցունակության բարձրացում՝ ոչ, չի երաշխավորում»,– համոզված է Բ. Պիպոյանը:
Մրցունակություն ապահովելու համար հարկավոր է ոչ միայն սննդի անվտանգության վրա ուշադրություն դարձնել, այլ՝ որակը բարձրացնել: Այդ պայմաններում անվտանգ ապրանքը կարող է այս կամ այն շուկայում ներկայացված լինել, սակայն չվաճառվել, զուտ ցածր որակ ունենալու պատճառով, ինչպես Եվրամիության անդամ շատ երկրներ մեղր արտահանելու դեպքում եղավ:
«Եվրամիությունը Հայաստանի Հանրապետության համար մեղրի արտոնագիր տվեց, բայց քանի՞ տոննա մեղր արտահանվեց և վաճառվեց: Մեր մեղրը էկոարտոնագիր չուներ, այդ իսկ պատճառով էլ եվրոպական երկրներում դարձավ ոչ մրցունակ և հարցը փակվեց»,– ասաց Բ. Պիպոյանը:
Ստացվում է, որ իշխանությունների կողմից դհոլ–զուռնայով մատուցված նման ծրագրերը ոչ միշտ են իրենց արդարացնում, որի պատճառներն այնքան շատ են, որ մեկ հոդվածում հնարավոր չէ բոլորը ներկայացնել: Ինչ վերաբերում է «Հալալի» գրասենյակի միջոցով պարսկական շուկայում հաջողություններ արձանագրելուն, ապա ինչպես եվրոպականի դեպքում էր, չի բացառվում, որ այստեղ նույնպես առանձնապես ցնցող հաջողություններ արձանագրել չհաջողվի:
«Չի բացառվում, որ դհոլ–զուռնայով բացվող ծրագրերը օգուտ չտան Հայաստանին, դհոլը վաճառվի, իսկ զուռնան էլ սկսի քելեխի երաժշտություն նվագել»,– ասաց Բ. Պիպոյանը:
