Կոնստանտին Տեր-Նակալյանը ֆեյսբուքյան իր էջում գրում է.

Առաջին հանրապետությունը վարի տվեցինք «Անտանտը մեզ կօգնի» գոռալով, երկրորդ հանրապետությունը վարի տվեցինք «Ոչինչ, զատո միջազգային հանրությունը մեզ կօգնի» գոռալով, իսկ երրորդ հանրապետությունը վարի տալ պետք չէ, որովհետև չափազանց թանկ կնստի բոլորիս վրա։ Բարեբախտաբար, աչքներս բացվում է, ու միջազգային հանրության վրա հղում անողները մարգինալներ են դարձել մեզ մոտ: 

Այս գիտակցությունը հատկապես եկավ ապրիլյան պատերազմից հետո, երբ մեր հասարակությունը տհաճությամբ արձանագրեց, որ միջազգային հանրությունը թքած ունի։ Դա ակնհայտ էր այն զգուշավոր լռությունից, որը պատել էր անգամ ՄԽ միջնորդներին, երբ Ապրիլի 2-ի առավոտյան բոլոր առաջատար ԶԼՄ-ները հաղորդում էին լայնամասշտաբ մարտական գործողությունների մասին, դա ակնհայտ էր էլ ավելի անտարբեր լռությունից, երբ հրապարակվում էին կտրված ականջներով ծեր թալիշեցիների նկարները, դա առավել ակնառու դարձավ արդեն զինադադարից հետո, երբ դիակապտության տասնյակ դեպքերը, ըստ էության, մնացին անտեսված։ 

Երեկ զրուցում էի Արցախի օմբուդսմեն Ռուբեն Մելիքյանի հետ այս հարցով։ Գիտե՞ք, որ, մեծ հաշվով, միջազգային ոչ մի լուրջ կառույց գլխատումների, անդամախեղումների ու այլ զինվորական հանցագործությունների հարցով չի զբաղվում։ Ճիշտ է, ՄԻԵԴ-ում կա մոտավորապես 20 դիմում այս դրվագներով, բայց ՄԻԵԴ-ը նախ այն կառույցը չէ, որ ամբողջ երևույթի հետ աշխատի (անհատական դրվագների մասով շատ-շատ որոշումներ ընդունեն, եթե ընդունեն, մինչդեռ գործ ունենք մարդկայնության դեմ հանցագործության հետ), երկրորդն էլ՝ հիմիկվանից կարող ենք ձեռք քաշել, որ գործը կքննվի, ասենք, Հաագայում։ Չի՛ քննվի, որովհետև ո՛չ Հայաստանը, ո՛չ Ադրբեջանը համապատասխան կոնվենցիա չեն ստորագրել։ 


Գործնական քայլերի միակ իրատեսական տարբերակը մնում է միջազգային խոշոր ՀԿ-ների և իրավապաշտպան կազմակերպությունների կողմից հետևողական հետաքննությունը, որը կբերեր մեծ մեդիա աղմուկի, բայց խնդիրն այն է, որ այդ միջազգային կազմակերպություններն էլ թքած ունեն։ Ուզում եք, դա համարեք խավիարային դիվանագիտության հետևանք, ուզում եք, համարեք դա այդ կազմակերպությունների տմարդության հետևանք, բայց փաստը մնում է փաստ՝ այս կազմակերպություններին զինվորական հանցագործությունները հետաքրքրում են միայն այն դեպքում, երբ կա «զակազ»․․․ Հարավսլավիայում հետաքրքրում էին, Լիբիայում հետաքրքրում էին, Սիրիայում հետաքրքրում են, բայց Հայաստանում չեն հետաքրքրում։ Դա է միակ իրողությունը։ 

Մյուս իրողությունն այն է, որ, փաստորեն, մենակ Հայաստանին ու Արցախին են հետաքրքրում մարդկայնության դեմ հանցագործությունները։ Անգամ եղել է առաջարկ, որ Ադրբեջանն էլ իր փաստերը ներկայացնի, որոնք իբրև արվել են մեր կողմից, ու այդ բոլոր դեպքերով կատարվի մանրակրկիտ քննություն, բայց դա «ձայն բարբառոյ յանապատի» սերիայից էր։ 

Ուստի կարևոր դասը, որ քաղեց մեր պետությունը սրանից, այն է, որ եղունգ ունես, գլուխդ քորի, որովհետև դա քո փոխարեն ոչ ոք չի անելու։ Եղունգն էլ ժամանակակից, մարտունակ ու ուժեղ բանակն է, որը չպետք է ունենա վառելիքի ու սպառազինության խնդիրներ, պետք է հավուր պատշաճի կահավորված ու պատրաստված առաջնագիծ ունենա, իսկ զինծառայողն էլ պետք է ոչ միայն իր պարտքը գիտակցի, այլև իր կարևորագույն գործի համար ստանա մարդավայել նյութական ու ֆինանսական փոխհատուցում։ Աչքով չտանք, բայց վերջին ամիսներին դրական դինամիկան ակնհայտ է։
