Մարկարովը մեկնաբանել է Լավրովի հայտարարությունը, համաձայն որի ԼՂ հակամարտությունը միայն Ադրբեջանի ներքին խնդիրը չէ

Քաղաքագետ Ալեքսանդր Մարկարովը դրական է գնահատում Ռուսաստանի արտաքին գործերի նախարար Սերգեյ Լավրովի այն հայտարարությունը, թե Լեռնային Ղարաբաղի հակամարտությունը միայն Ադրբեջանի ներքին խնդիրը չէ: «Արմենպրես»-ի հետ զրույցում քաղաքագետն ընդգծեց, որ Լեռնային Ղարաբաղի հակամարտությունը չի կարող միայն Ադրբեջանի ներքին խնդիրը լինել, քանի որ կա բանակց ային գործընթաց, որում ներգրավված են Հայաստանի և Ադրբեջանի բարձրաստիճան պաշտոնյաներ` նախագահները և արտաքին գործերի նախարարները: Եվ երկրորդ` դա չի կարող միայն Ադրբեջանի ներքին խնդիրը լինել, քանի որ կա բանակցային ձևաչափ` ԵԱՀԿ Մինսկի խմբի համանախագահությունը, որում ներգրավված են Ռուսաստանը, ԱՄՆ-ն և Ֆրանսիան, իսկ այդ ձևաչափը ենթադրում է հակամարտության կարգավորումը խաղաղ ճանապարհով»,- ասաց Մարկարովը:

Նրա խոսքով` Լեռնային Ղարաբաղի ժողովուրդը իր ինքնորոշումը հաստատել է թե’ իրավական, թե’ ռազմական ճանապարհով: Վերջինը շատ ծանր է նստել Ադրբեջանի վրա և որևէ նախադրյալ չկա, որ նոր պատերազմի դեպքում նույնը չի կրկնվի:  «Ադրբեջանը պետք է հաշվի նստի այն փաստի հետ, որ Լեռնային Ղարաբաղի ժողովուրդը ինքնորոշվելու իրավունք ունի»,- ընդգծեց քաղաքագետը:

Նա հավելեց, որ Ադրբեջանը ցանկանում է Լեռնային Ղարաբաղի հակամարտությունը լուծել ռազմական ճանապարհով, սակայն ապրիլյան պատերազմն արդեն ցույց տվեց, թե ինչ հետևանքներ կարո է ունենալ նոր պատերազմն այդ երկրի համար և ԼՂ պաշտպանության բանակը ինչպիսի հակահարված կարող է հասցնել Ադրբեջանի կողմից նոր ագրեսիայի դեպքում:  Մարկարովի խոսքով` անհայտ է, որ Ադրբեջանը չի կարող հակամարտությունը լուծել այն ճանապարհով, որ ինքն է ցանկանում:

Նրա խոսքով` պարզ է, որ պատերազմը վերսկսելու դեպքում Ադրբեջանը չի ունենա միջազգային հանրության աջակցությունը, իսկ ահա Լեռնային Ղարաբաղը կստանա Հայաստանի անմիջական աջակցությունը, որը Լեռնային Ղարաբաղի անվտանգության երաշխավորն է: Միջազգային հանրության միջամտությունն այդ պարագայում տարբեր ձևերով կարող է արտահայտվել: Քաղաքագետը, որպես օրինակ բերեց այն փաստը,  որ ապրիլյան քառօրյա պատերազմի օրերին հենց Ռուսաստանի միջամտությամբ Հայաստանի և Ադրբեջանի զինված ուժերի գլխավոր շտաբի պետերը վերահաստատեցին զինադադարը:

ՌԴ ԱԳ նախարար Սերգեյ Լավրովի ասուլիսի ընթացքում ադրբեջանցի լրագրողը նախարարին հարցրել է` եթե Ադրբեջանը որոշի ռազմական գործողություններ իրականացնել ԼՂ տարածքում, Ռուսաստանը կլռի՞, թե կմիջամտի Ադրբեջանի ներքին գործերին: Սերգեյ Լավրովն էլ պատասխանել է, որ Լեռնային Ղարաբաղի հակամարտությունը միայն Ադրբեջանի ներքին խնդիրը չէ:
