 Հայաստանում տնտեսական աճի երկարաժամկետ և բարձր ցուցանիշներ ապահովելու գրավականներից մեկը օտարերկրյա ներդրումների ուղղակի հոսքի բարձրացումն է: Դեկտեմբերի 28-ին լրագրողների հետ հանդիպմանն այս մասին ասաց ՀՀ տնտեսական զարգացման և ներդրումների նախարար Սուրեն Կարայանը: «Բազմիցս ենք խոսել այն մասին, որ մեր երկրում ներդրումների ծավալը շատ ցածր է: Օտարերկրյա ուղղակի ներդրումները մեր համախառն ներքին արդյունքի ընդամենը 1 տոկոսի շրջանակներում են: Մենք մեզ համար կարճաժամկետ թիրախ ենք սահմանել, որպեսզի օտարերկրյա ուղղակի ներդրումների ծավալը Հայաստանի համախառն ներքին արդյունքում հասցնենք մինչև 5 տոկոսի»,- «Արմենպրես»-ի հաղորդմամբ` ասաց Կարայանը:

Նա ներկայացրեց, թե առաջիկայում կառավարությունը ինչ քայլեր է ձեռնարկելու այդ ցուցանիշին հասնելու համար: «Մեր առաջնային քայլերից մեկն այն է, որ մենք, հաշվի առնելով Հայաստանի շուկայի փոքր լինելու առանձնահատկությունները, ապահովենք բոլոր ներդրողների համար նպաստավոր պայմաններ: Երկրորդը մենք պետք է բարելավենք գործարար և ներդրումային միջավայրը, պարզեցնենք, հստակեցնենք և մրցունակ դարձնենք: Այս ուղղությամբ բավականաչափ քայլեր իրականացվել են. կառավարության կողմից այդ ուղղությամբ արդեն 50-ից ավելի իրավական ակտեր են ընդունվել: Եվ հաջորդ քայլը, որը շատ կարևոր է` օտարերկրյա ներդրումների պաշտպանության ինստիտուտի ներդրումն է»,- հավելեց Սուրեն Կարայանը:

Նախարարն ընդգծեց, որ արդեն մշակվել է «Օտարերկրյա ներդրումների մասին» նոր օրենքի նախագիծը, որն ավելի պրակտիկ է դարձնելու օտարերկրյա ներդրողների համար վեճերի լուծման հնարավորությունները: «Մենք այդ ինստիտուտը ներդնելու ենք միջազգային լավագույն փորձի վրա հիմնված, որպեսզի օտարերկրյա ներդրողները վստահ լինեն, որ Հայաստանում գործունեություն իրականացնելու ընթացքում խտրական մոտեցում չի կիրառվելու և իրենք հնարավորություն են ունենալու վեճերի այլընտրանքային լուծումների»,- մանրամասնեց ՀՀ տնտեսական զարգացման և ներդրումների նախարարը:

Կառավարությունը Հայաստանի ներդրումային հնարավորությունները պարզելու համար ՀՀ վարչապետ Կարեն Կարապետյանի` մարզեր կատարած այցերի ընթացքում հավաքագրել է բոլոր բիզնես գաղափարները, որոնք կարող են հիմք հանդիսանալ տեղական նշանակության ներդրումային ծրագրերի զարգացման համար: Սուրեն Կարայանն ավելացրեց, որ արդեն հավաքագրվել է 160 նման ծրագիր, որոնցից 110-ը ներկայացվել են մարզերից և նախատեսվում է իրականացնել 240 միլիոն դոլար արժողությամբ ներդրումային ծրագրեր: «Այդ ներդրումային ծրագրերից որոշներն արդեն իսկ նախարարության կողմից քննարկվել ե ն և բերվել են ձևաչափի, որոնք մատչելի և հասկանալի կլինեն պոտենցիալ ներդրողների համար»,- ընդգծեց նախարարը:

Սուրեն Կարայանը ընդգծեց, որ կառավարությունը Հայաստանի զարգացման հիմնադրամի ներքո ստեղծել է ներդրումների սպասարկման մեկ պատուհան, որը կոչված է ուղեկցել ներդրողին ներդրման գաղափարը ներկայացնելու մինչև ներդրում կատարելու պահը: «Այդ մեկ պատուհանը շատ ակտիվ աշխատում է: Մենք այդ պատուհանի ներքո նշանակել ենք պատասխանատուներ, ովքեր պատասխանատու կլինեն մեզ հետ համագործակցող երկրներից յուրաքանչյուրի հետ կապերը խորացնելու համար: Մենք այդպիսով կփորձենք ավելի մոտեցնել հնարավոր ներդրողներին և լուծել նրանց համար առաջացած բոլոր խնդիրները »,- ասաց ՀՀ տնտեսական զարգացման և ներդրումների նախարարը:

Նա ընդգծեց, որ 2017թ. ընթացքում պետական աջակցությամբ կմեկնարկեն 8 նոր արտադրական ծրագրեր, որոնց իրականացման համար կպահանջվի 3 միլիարդ դրամի ներդրում ու կբացվի 900 նոր աշխատատեղ:
