Սուրբծննդյան բացիկներ և օրացույցներ՝ հազար դոլարով

ՀՀ քաղաքացիական ծառայության խորհուրդը 477 հազար դրամ է վճարել շնորհավորական և սուրբծննդյան բացիկների, սեղանի և պատի օրացույցների տպագրության համար:
Ինչպես տեղեկանում ենք կառավարության կայքի «Մեկ անձից կատարվող գնումներ բաժնից»՝ բացիկների և օրացույցների տպագրությունը պիտի իրականացնի «Բագրիգ» ՍՊԸ–ն, որ նույն «Բագրիգ պոլիգրաֆ սերվիս» տպարանն է:
Ըստ պայմանագրի՝ ընկերությունը պիտի տպագրի 200 օրինակ շնորհավորական և 400 օրինակ էլ սուրբծննդյան բացիկ: Առաջինի մեկ միավորի արժեքը, ըստ պայմանագրի, կազմում է 500 դրամ, իսկ սուրբծննդյան բացիկինը՝ 460 դրամ:
Օրացույցներն ավելի քիչ քանակով են տպագրվելու՝ սեղանի օրացույցը 20, իսկ պատինը 50 օրինակով: Եթե սեղանի օրացույցները այնքան էլ թանկ չեն՝ 900 դրամ են արժեցել, ապա պատի օրացույցների միավորի արժեքը կազմում է 3500 դրամ:
Պայմանագիրը ստորագրվել է Քաղաքացիական ծառայության խորհրդի աշխատակազմի ղեկավար Սամվել Յազերյանի և «Բագրիգ» ՍՊԸ–ի ներկայացուցիչ Արտաշես Բադալյանի միջև, ով` ըստ հաշիվ–ապրանքագրի, նաև պատվերի առաքողն է:
Նշենք, որ ըստ ՀՀ կառավարության էլեկտրոնային ռեգիստրի՝ «Բագրիգ» ՍՊԸ–ի հիմնադիրը Կարեն Բադալյանն է:
Շնորհավորական և սուրբծննդյան բացիկներն, իհարկե, լավ երևույթ են և միգուցե այդ 477 հազար դրամն էլ պետական, այլ` ոչ կարևոր ծախսերի համեմատ այնքան էլ մեծ թիվ չի կազմում: Սակայն, գումարվելով այլ` ոչ այդքան հրատապ ու կարևոր հարցերի ծախսերին՝ արդեն իսկ իր տեղը երևացնում է: Կամ էլ գերատեսչության աշխատակիցները իրենց սուրբծննդյան շնորհավորական ուղերձները զանգով կամ էլեկտրոնային եղանակով էլ կարող են ուղարկել՝ խուսափելու համար ավելորդ ծախսերից: Իսկ 3500 դրամանոց օրացույցների գումարով էլ կարելի էր նվեր գնել, ոչ իհարկե, քաղծառայողների համար, այլ օրինակ՝ Ամանորի հրաշքին սպասող ու չորս պատերի մեջ պարփակված մանկատան սաների համար: Սա ուղղակի, հասարակ քաղաքացիների հարկերից ստացվող պետական փողերը ավելի նպատակային ծախսելու խորհուրդ:
