ԱՄՆ Սենատը դեկտեմբերի 8-ին արտոնել է ամերիկյան վարչակազմին այսուհետ «Մագնիտսկու» պատժամիջոց սահմանել ցանկացած երկրի, այդ թվում` հայաստանցի պաշտոնյաների նկատմամբ՝ կաշառակերության ու մարդու իրավունքները խախտելու համար։ Նախկինում ԱՄՆ «սև ցուցակում» էին հայտնվում միայն Ռուսաստանի քաղաքացիները, առավելապես՝ պաշտոնյաները։
Tert.am-ի հետ զրույցում Միջազգային և անվտանգության հարցերի հայկական ինստիտուտի հիմնադիր, քաղաքագետ Ստյոպա Սաֆարյանը նշեց, որ այս նախագծով ԱՄՆ-ի նախագահը հնարավորություն է ստանում Կոնգրեսի համապատասխան հանձնաժողովների տված հիմքերը հաշվի առնելով, պատժամիջոցներ սահմանել ոչ միայն ցանկացած երկրի պաշտոնյաների, այլ նաև հասարակ քաղաքացիների նկատմամբ՝կաշառակերության, կտտանքների, սպանության կամ մարդու իրավունքների այլ լրջագույն խախտումների համար:
«Մեր թե՛ նախորդ, թե՛ ներկա կառավարության անդամները կարող են այդ ցուցակում հանգիստ հայտնվել։ Նախորդ կառավարության անդամները համատարած ներգրավված էին փողերի լվացման, գումարները անարդյունավետ ծախսելու, կոռուպցիայի մեջ։ Ինչ վերաբերում է ներկա կառավարությանն, ապա կոռուպցիայի դեմ չպայքարելն էլ կարող է հիմք դառնալ պատժամիջոցների կիրառման համար»,- մանրամասնեց քաղաքագետը։
Ընդ որում՝ «Մագնիտսկու» պատժամիջոցները ենթադրում են ոչ միայն մուտքի արգելք ԱՄՆ, այլ նաև արգելք օգտվել ԱՄՆ ֆինասական համակարգերից, բանկերից։
Դեռևս 2010թ-ից խոսակցություններ կան այն մասին, որ ՀՀ ԱԺ «Հանրապետական» խմբակցության պատգամավոր Սամվել Ալեքսանյանը չի կարողանում մեկնել ԱՄՆ. տարիներ շարունակ նա դիմել է ԱՄՆ դեսպանատուն` երկիր մուտք գործելու թույլտվություն ստանալու, բայց ապարդյուն։ Մերժումների շարքը հաջորդել է մեկը մյուսին։ Ավելին՝ տարիներ առաջ ԱՄՆ մեկնելու համար գործարար պատգամավորը օգնություն է խնդրել նաև «Ժառանգություն» խմբակցությունից։
Անդրադառնալով սրան՝ Ստյոպա Սաֆարյանը նշեց, որ Սամվել Ալեքսանյանը դիմել է իրենց, որպեսզի միջնորդեն դեսպանատուն, «երաշխավորագիր» տան, բայց «Ժառանգությունը» չի տվել։
«Նա մեծ հույսեր ու ակնկալիքներ ուներ, բայց նրա ակնկալիքները, իհարկե, բեկվեցին»,- ասաց Ստյոպա Սաֆարյանը։
Ըստ նրա՝ Սամվել Ալեքսանյանի պարագայում պարզ չէր ինչու են մերժում ԱՄՆ մուտք գործել. «Ակնհայտ է, որ քաղաքական հարցեր կային»,- ասաց Սաֆարյանը՝ հավելելով, որ այսօր արդեն, երբ ԱՄՆ «Մագնիտսկու» պատժամիջոց սահմանվի ցանկացած երկրի պաշտոնյանների և քաղաքացիների նկատմամբ, շատերը կարող են արժանանալ Սամվել Ալեքսանյանի ճակատագրին։
