Լեգալ թալան. «Փաստ»

«Փաստ» օրաթերթը գրում է.
Հայաստանում հասարակությունը թալանվում է բոլոր կողմերից։ Ոչ մեկի համար դա արդեն գաղտնիք չէ։ Տպավորություն է ստեղծվում, որ մարդկանց արդեն հաճելի է թալանվել, իսկ նրանք թուլանում և հաճույք են ստանում դրանից։ Այդ թալանում իր առյուծի բաժինն ունի հայկական բանկային ցանցը, որը հիմնականում կազմված է առևտրային բանկերից։ ՀԱԿ պատգամավոր Լևոն Զուրաբյանը հանգստյան օրերին եղել է մարզերում և Ազգային ժողովում բարձրաձայնեց Արմավիրի Արևիկ գյուղում տիրող իրավիճակի մասին։ Որտեղ բոլոր տները գրավադրված են։ Սա միայն Արևիկի խնդիրը չէ։ Այս խնդիրը տիպական է Հայաստանի բացառապես բոլոր գյուղերի համար։ Դեռ լավ է, որ Արևիկի տները միայն գրավադրված են։ Հայաստանում կան գյուղեր, որոնց տների մեծ մասն արդեն բանկերի սեփականությունն են։ Այս ֆոնի վրա, Զուրաբյանն առաջարկում է քննարկումներ և լսումներ ԱԺ–ում։ Կարծում ենք, տրամաբանական առաջարկ է։ Սակայն Սահակյանի անդրադարձն իրեն բնորոշ ոճով էր: Պարոնին թվում է, թե յուրաքանչյուր խորքային հարց, որը բարձրացնում է ընդդիմությունը, անում է միայն սեփական փիառի համար։ Սա իհարկե խառնում է յուրաքանչյուր իմացականի ու չիմացականի սահմանը։ Այսօր, իրոք նման քննարկման կարիք կա։ Հայաստանյան բնակչությունը տառապում է վարկային
բեռի տակ։ Չի կարողանում դրանք վճարել ու կորցնում է ունեցվածքը։ Իսկ չի կարողանում, որովհետև նախ աշխատանք չունի։ Գյուղացին ապահովագրված չէ, որ վարկով ցանած արտից բերք կստանա։ Իսկ եթե անգամ լինի աշխատանք ու լավ բերք, վարկի վերադարձն էլի երաշխավորված չէ, քանի որ դրանք տրամադրվում են հսկայական տոկոսներով և մի բան էլ ավելանում է անհասկանալի տող` սպասարկման վճար։ Այն երբեմն ավելին է լինում, քան բուն վարկը։ Այս խայտառակ վիճակը շտկելու համար, անհրաժեշտ է ոչ միայն քննարկում, այլ նաև լրջագույն հետաքննություն ոլորտում։ Բանկերը և վարկային կազմակերպությունները, շատ վաղուց, արդեն գերազանցել են ԿԲ–ի սահմանած բոլոր տոկոսային շեմերը։ Այսօր վարկային կազմակերպություններ կան, որոնք միկրովարկեր են տալիս 200 և ավելի տարեկան տոկոսադրույքով։ Սա նշանակում է, որ վերցնող կա։ Սա նշանակում է, որ հայաստանցու սոցիալ–տնտեսական խայտառակ ծանր վիճակն այնպիսին է, որ նա ստիպված է մտնել թվային մուրհակի տակ, որին անգամ միջնադարյան Եվրոպայի վաշխառուները կնախանձեին։ Ու այս լեգալացված թալանը կատարվում է ամեն օր։ Բոլոր պատկան մարմինների աչքի առաջ։ Արդյունքում, վարկի ու դրա չմարած տոկոսների դիմաց աճուրդի է հանվում անգամ պարտապանի երեխայի տակդիրը, որը զետեղված էր ԴԱՀԿ կայքում։ Այս խայտառակ ու անկուշտ թալանին պետք է մի օր վերջ տրվի։ Եթե մենք նայենք, այսօր զարգացած կամ զարգացող աշխարհի որևէ երկրում չկա 200%–անոց վարկ։ Ավելին՝ շատ երկրներում, եթե դրանք անցնում են տարեկան հինգ տոկոսի սահմանը, ապա հաճախորդը չի օգտվում այդ վարկատեսակից, քանի որ ունի ավելի ցածր տոկոսով այլընտրանք։ Իսկ Հայաստանո՞ւմ։ Հայաստանում այլ իրականություն է։ Բոլոր տեսակի ճշմարտություններից և տրամաբանությունից կտրված իրականություն։ Սակայն Գալուստ Գրիգորիչը չէ, որ պետք է մտածի այս մասին։ Սա Զուրաբյանի խնդիրը չէ անգամ։ Սա ավելի լուրջ ՝ ազգային անվտանգության մակարդակի խնդիր է։ Վարկային բեռից է նաև, որ մարդիկ պարզապես փախչում են Հայաստանից։ Արդեն խնդրով պետք է զբաղվի ոչ թե իքս վերահսկողական կառույց, այլ ՝ ԱԱԾ–ն։ Իսկ խայտառակ ու աղաղակող փաստեր, համոզված ենք, նրանք կգտնեն։
