Հայաստանում ԱՄՆ դեսպանատան ոչինչ չասող պատասխանը՝ նոր հարցերի պատճառ

ՀՀ մշակույթի նախարար Արմեն Ամիրյանը «գրին քարտ» ունենալու մասին լրագրողների հարցին ի պատասխան ասել էր, որ ինքը ոչ թե դիմել է ԱՄՆ մեկնելու համար նախատեսված «գրին քարտի» խաղարկությանն ու շահել է, այլ՝ դա նրան շնորհվել է ԱՄՆ–ի կողմից: Նա նաև հստակեցրել էր, որ ԱՄՆ–ում մշտական բնակության իրավունքը ստացել է «պետության կողմից պահանջված մարդ» համարվելու արդյունքում: «Գրին քարտ տրամադրվել է որոշակի ոլորտներում ծառայություններ կատարելու համար, ոչ թե Միացյալ Նահանգների, այլ ընդհանրապես՝ համաշխարհային դաշտում. նկատի ունեմ հենց ռադիոդաշտում»,– ասել էր Արմեն Ամիրյանը:
Հիշեցնենք, որ եթե խոսք լիներ ընդհանրապես ԱՄՆ ներգաղթային վիզա ձեռք բերելու տեսակների մասին, գուցե այս ձևակերպումն ինչ–որ տեղ ընկալելի լիներ, սակայն «գրին քարտի» դեպքում հարցեր են առաջանում:
Մասնավորապես՝ թե ինչպես կարող է այն շնորհվել, եթե մարդիկ այն ստանում են մասնակցելով խաղարկությանը և սովորական լոտոյի տրամաբանությամբ էլ՝ շահում: Իսկ եթե շահելուց բացի, կարող են նաև «գրին քարտ» «նվեր» ստանալ այս կամ այն ծառայության համար, ապա պետք է որ այդ մասին լոտոյի մյուս մասնակիցները նույնպես տեղեկացված լինեն: Հակառակ դեպքում՝ կստացվի, որ «գրին քարտ» կոչվող խաղում ինչ–որ բան այն չէ:
Այս մասին պարզաբանում ստանալու ակնկալիքով Past.am-ը դիմեց Հայաստանում ԱՄՆ դեսպանատան մամուլի հարցերով պատասխանատու Թագուհի Ջահուկյանին՝ պարզելու, թե ԱՄՆ–ի կողմից «գրին քարտ» շնորհելու պրակտիկա իրականում կա՞ և եթե այո, ապա ո՞ր դեպքերում է այն շնորհվում և ինչ ծառայության դիմաց: Բացի այդ, եթե այն շահելուց բացի նաև շնորհվում է, ապա այսպիսով չեն խախտվում արդյոք խաղարկության մյուս մասնակիցների իրավունքները, քանի որ ստացվում է, որ խաղարկությանը մասնակից անձանցից բացի կան նաև արտոնյալներ, ում այն պարզապես շնորհվում է: Ներկայացված հարցերին ԱՄՆ դեսպանատնից պատասխանեցին՝ «Կոնկրետ գործերի վերաբերյալ մենք մեկնաբանություններ չենք ներկայացնում: «Գրին քարտի» կամ խաղարկային վիզաների ծրագրից զատ կան ԱՄՆ ներգաղթի շատ այլ ուղիներ, օրինակ՝ ներդրումների կատարում, աշխատանքի առաջարկներ կամ ընտանիքի վերամիավորում»:
Ինչպես նկատեցիք, պատասխանը որևէ աղերս չունի մեր բարձրացրած հարցի հետ և բնականաբար, դժվար է հասկանալ, թե ԱՄՆ–ի համար, այնուամենայնիվ, ովքե՞ր կարող են «պետության կողմից պահանջված մարդ» համարվել և ինչպիսի՞ ծառայությունների դեպքում կարող են, այսպես ասած, «գրին քարտ» նվեր ստանալ: Հարց, որի պատասխանը այդպես էլ մնաց օդում կախված:
