ՀՀ վարչապետը ՎԶԵԲ-ի պաշտոնյայի հետ քննարկել է համագործակցության հեռանկարները. ՀՀ-ում բանկի ներդրումները 1 մլրդ եվրոյից ավելին են

: ՀՀ վարչապետ Կարեն Կարապետյանը դեկտեմբերի 1-ին ընդունել է Վերակառուցման և զարգացման եվրոպական բանկի (ՎԶԵԲ) Արևելյան Եվրոպայի և Կովկասի երկրների գծով համակարգող տնօրեն Ֆրենսիս Մալիժի գլխավորած պատվիրակությանը:

Կառավարության ղեկավարը բարձր է գնահատել ՎԶԵԲ-ի հետ համագործակցությունը, որի արդյունավետության մասին առարկայական խոսում են թվերը. Հայաստան-ՎԶԵԲ գործընկերության փաթեթը ներառում է 153 ծրագիր, որից 56-ը գործող են, իսկ ՎԶԵԲ-ի կողմից կատարված ներդրումների ընդհանուր ծավալը հատում է 1 մլրդ եվրոյի շեմը:  Ինչպես  տեղեկացրին ՀՀ կառավարության տեղեկատվության և հասարակայնության հետ կապերի վարչությունից, վարչապետը կարևորել է ՎԶԵԲ-ի աջակցությամբ թե´ պետական (Կոշտ թափոնների կառավարման, Ջրամատակարարման բարելավման, Սահմանային անցակետերի արդիականացման և այլն), թե´ մասնավոր հատվածի ֆինանսավորման ծրագրերի իրականացումը՝ հատկապես ողջունելով այն հանգամանքը, որ ՀՀ-ի ընթացիկ ընդհանուր պորտֆելի (305 մլն եվրո) 83 տոկոսը բաժին է ընկնում մասնավոր հատվածի ուղղակի ֆինանսավորմանը: Ֆինանսական շուկաների զարգացման տեսանկյունից Կարեն Կարապետյանը կարևորել է նաև 2016 թ. մարտին ՀՀ ֆինանսների նախարարության և ՀՀ կենտրոնական բանկի հետ Փոխըմբռնման հուշագրի ստորագրումը:

Ֆրենսիս Մալիժը շնորհակալություն է հայտնել բարձր գնահատականի համար և ընդգծել, որ ՎԶԵԲ-ը կարևորում է մեր երկրի հետ համագործակցության ընդլայնումն ու ներդրումների ծավալի շարունակական ավելացումը: Նա ողջունել է ՀՀ կառավարության՝ Ռազմավարական նախաձեռնությունների կենտրոնի ստեղծման նախաձեռնությունը, բիզնես միջավայրի ու մրցակցային դաշտի բարելավմանն ուղղված ջանքերը և նշել, որ ՎԶԵԲ-ը պատրաստ է ակտիվ աշխատել այդ կենտրոնի հետ համատեղ նախագծերի շուրջ, ինչպես նաև օգտակար լինել կառավարությանը մրցակցային բարենպաստ դաշտի ձևավորման գործում: Ֆրենսիս Մալիժը, անդրադառնալով երկկողմ գործակցության առաջնահերթություններին, վերահաստատել է 2015 թ. Հայաստանի համար հաստատված նոր ռազմավարությամբ 3 հիմնական՝ մասնավոր հատվածի մրցունակության բարձրացման, տեղական կապիտալի շուկայի զարգացման և ինքնաբավ պետական ծառայությունների շուկայի ձևավորման ուղղություններով համագործակցությունը զարգացնելու պատրաստակամությունը՝ հիմք ընդունելով ՀՀ կառավարության նախանշած առաջնահերթությունները:

Զրուցակիցները քննարկել են երկկողմ համագործակցության ընթացքը և զարգացման հեռանկարները: Կողմերն անդրադարձել են էներգետիկայի, պետություն-մասնավոր հատված համագործակցության օրենսդրական դաշտի կատարելագործման, գործարար միջավայրի բարելավման, ներդրումային հիմնադրամների ձևավորման և մի շարք այլ ուղղություններով հնարավոր գործակցությանը վերաբերող հարցերի: Ֆրենսիս Մալիժը նաև ողջունել է գործադիրի կողմից Արդյունահանող ճյուղերի թափանցիկության նախաձեռնության (EITI) ներդրումը և ՀՀ կառավարության ծրագրում 2017 թ. EITI-ի թեկնածության հայտի ներկայացման ամրագրումը:

Վարչապետ Կարապետյանը նշել է, որ ՀՀ կառավարությունը բաց է և պատրաստ համագործակցության բոլոր հնարավոր ոլորտներում՝ հանձնարարելով շահագրգիռ գերատեսչությունների ղեկավարներին ՎԶԵԲ-ի ներկայացուցիչների հետ մանրամասն քննարկել համատեղ ծրագրերը և հետագա անելիքները:
