Շիրակի մարզպետը մարզի զարգացումը տեսնում է մի քանի ոլորտների զարգացման մեջ: Դա ոչ միայն գյուղատնտեսությունն է, որը մարզի բնակչության հիմնական զբաղմունքն է, այլ նաև զբոսաշրջությունն ու արդյունաբերությունը: Այս ոլորտներն էլ ներառվելու են մարզի ռազմավարական զարգացման ծրագրում, որն այս պահին մշակման փուլում է:
Այս մասին «Արմենպրես»-ին տեղեկացրեց Շիրակի մարզպետ Հովսեփ Սիմոնյանը՝ փաստելով, որ այդ ռազմավարական ծրագիրը մշակելիս մարզպետարանի հանձնախումբն աշխատում է Եվրամիության աշխատանքային խմբերի հետ: «Ուշադրությունը սևեռվում է այն որոտների վրա, որտեղ հնարավոր է աշխատատեղեր ստեղծել: Առանձնացնել որևէ ոլորտ հնարավոր չէ, բայց ասել, որ սևեռվում ենք, օրինակ, միայն գյուղատնտեսության վրա՝ դա էլ ճիշտ չէ, թեև գիտենք, որ գյուղատնտեսությունն ա ռաջնային ոլորտն է, որտեղ աչքի է ընկնում մարզը. ունենք շուրջ 30 հազար գյուղացիական տնտեսություն: Պետք է նպաստել, որ այս ոլորտում նորացվեն տեխնոլոգիաները, որ մարդը 30 ցենտների փոխարեն 80 ցենտներ բերք ստանա: Առողջապահության ու կրթության մասով պարզ է՝ ուշադրությունը պետք է մնա, բայց ակնկալել, որ մեծ առաջընթաց կլինի, հնարավոր չէ, պարզապես պետք է պահենք ու թույլ չտանք, որ այստեղ նվազեն արդյունքները: Ինչ մնում է արդյունաբերությանը, հույս ունենալ, որ մարզը կկարողանա վերականգնել նախկին արդյունաբերական պոտենցիալը՝ սխալ կարծիք կլինի, պարզապես պետք է օգնենք ցանկացած գործարարի, ով ցանկություն կհայտնի մարզում գործ դնել՝ նպաստելով աշխատատեղերի ավելացմանը»,-նշեց Հովսեփ Սիմոնյանը:
Մարզպետը «Արմենպրես»-ին նաև վստահեցրեց, որ մարզային իշխանությունները պատրաստ են աջակցելու բոլոր նրանց, ովքեր ցանկություն կհայտնեն մարզում ձեռնարկություն հիմնել: «Այսօր հիմնականում բոլոր ձեռնարկությունները մասնավորի ձեռքում են, ցավոք, մասնավորն այսօր այն միջավայրը չի ստեղծում, որ շատ խնդիրներ լուծվեն: Մեզ մոտ այս ոլորտը մի փոքր իներտ է: Հիմնականում նորաստեղծ փոքր ու միջին ընկերություններն են ավելի դինամիկ զարգանում, քան նրանք, որոնք ավելի հին են: Պատճառը մեկն է՝ Խորհրդային Միությունից մնացած մտածելակերպը: Անշուշտ, կան խնդիրներ, որոնց լուծման համար պետության աջակցությունն անհրաժեշտ է, բայց սխալ է խնդիրն ամբողջովին պետության վրա դնելը, պետք է նախաձեռնություն ցուցաբերել»,-հավելեց մարզպետը:
Խոսելով արտոնությունների մասին՝ Հովսեփ Սիմոնյանը տեղեկացրեց, որ թեև ընդունված է «Գյումրու մասին օրենքը», բայց հնարավոր չէ ասել, թե քանիսն են այդ օրենքից օգտվում. ճիշտ է, վերլուծություն չկա, բայց նաև լուրջ տեղաշարժ չկա: «Ես ինքս հակված չեմ մտածելու, թե նոր արտոնություններով լուրջ տեղաշարժ կլինի: Լավ տնտեսավարողը կարող է ոչ ազատ գոտում էլ իր շահույթը ստանալ, ազատ տնտեսական գոտում էլ: Ավելի շատ պետք է միջավայրի ստեղծման արտոնություն տրվի, և մարդիկ պետք է հասկանան, որ նաև հայրենիքում գործ կազմակերպելն էլ է սահմանը պաշտպանելու նման բան»,-ավելացրեց Հովսեփ Սիմոնյանը:
