«Չարաբաստիկ» հսկիչ գները և ներմուծման ծավալները

Արմեն Հովասափյանը ֆեյսբուքյան իր էջում գրում է.

Վերջին շրջանում բավականին հաճախակի է խոսվում ՀՀ ներմուծվող ապրանքների ծավալների և դրանց հետ կապված խնդրահարույց հարցերի մասին: ՀՀ գործարարներին և Հայաստան որևէ ապրանք ներմուծող քաղաքացիներին ամենից շատ անհանգստացնող հարցերից մեկը «հսկիչ գին» կոչվածն է։

Օրինակ, եթե արտերկրում մեքենա կամ այլ ապրանք է գնվել լրիվ օրինական հիմունքներով, և ցանկություն կա այն բերել Հայաստան, ապա մաքսազերծելու ժամանակ ներկայացվնում է հաշիվ-ապրանքագիր, որպեսզի դա հիմք ընդունվի, և ԱԱՀ-ն վճարվի՝ ըստ այդտեղ նշված գնի։ Սակայն մաքսային մարմնին որոշակի պատճառներով ներմուծողի ներկայացրած փաստաթղթերը կարող են վստահություն չներշնչել և մաքսային արժեքը որոշվի ինքնուրույն՝ ելնելով ինչ-որ չափորոշիչներից։

Ըստ էության՝ X գումարով գնված ապրանքը կարող է գնահատվել մի քանի անգամ ավելի, և ըստ այդմ՝ ապրանքի գնի չափով ԱԱՀ սահմանվի։ Գործարարներն ու քաղաքացիները միշտ դժգոհել են այս պրակտիկայից՝ կոչ անելով հրաժարվել հսկիչ գներից։ Մաքսային մարմնի հակափաստարկը հետևյալն է՝ կան երկրներ, որտեղ 1000 դոլարանոց ապրանքի համար կարող են 100 դոլարի ապրանքագիր տալ, ասել է թե՝ կեղծ թիվ ներկայացնել։ Իսկ դրա հիման վրա մաքսազերծելն արդեն դառնում է թյուրիմացություն։

Սա հասկանալի փաստարկ է, եթե խոսքը վերաբերում է երրորդ երկրներին։ ԱՄՆ-ում կամ եվրոպական երկրներում տրված ինվոյսը հաշվի չառնելը ոչ միայն անհասկանալի է, այլ անգամ վիրավորական այդ երկրների համար։

ՀՀ ներքաղաքական վերջին վերադասավորումների փուլում նշված թնջուկային իրավիճակում որոշակի հղկումներ այնուամենայնիվ ընթանում են: Վերջին շրջանում կառավարության ղեկավարը մի քանի անգամ անդրադարձել է թեմային:
Ներկայումս հստակ սահմանվել է այն երկրների ցանկը, որոնց նկատմամբ արժանահավատություն կա և կարելի է ընդունել այնտեղի ինվոյսի գինը: Խոսքն այն երկրների մասին է, որտեղ առկա է ԱԱՀ-ի վերադարձ:

Այս ամենն իր հերթին որոշակիորեն ազդել է ՀՀ ներմուծման գործընթացի վրա: Նախկինում արտասահմանում ձեռք բերված ապրանքները մաքսազերծվում էին ԵՏՄ մեկ այլ երկրում, ապա միայն ներմուծվում Հայաստան: Ներմուծողներն ընտրում էին այնպիսի երկրներ, որտեղ գործում էր ավելի պարզեցված ընթացակարգ, չկային թղթաբանության հետ կապված խնդիրներ ու արհեստական քաշքշուկ: Ասել է թե՝ պետբյուջե նախատեսված մուտքագրվող որոշակի կոնկրետ ծավալի գումար արհեստականորեն ուղղվում էր այլ երկիր:

Այս գործընթացը կարող է օգտակար լինել ՀՀ ընդհանուր տնտեսական ցուցանիշների վրա. որքան պարզեցված լինի համակարգը, վերացվեն անտեղի քաշքշուկները և անհրաժեշտ տեղեկանքների թիվը հասցվի նվազագույնի, այնքան կմեծանան և կակտիվանան ՀՀ կատարվող ներմուծումները::
