Կառավարության ծրագրի վերացականության մասին

Ազգային ժողովում արդեն ներկայացված է կառավարության ծրագիրը։ Մինչ այս ծրագիրն արդեն իսկ հասանելի էր լրատվամիջոցներում, ինչի հետևանքով ծրագրի տեքստային տարբերակը տարբեր գնահատականների արժանացավ, այդ թվում՝ նաև քննադատության։ Մի կողմից՝ հասկանալի է, որ կառավարության գործունեությունը պայմանավորող քաղաքական փաստաթուղթը պետք է առավելագույնս թափանցիկ լինի և հստակ կերպով արտահայտի կառավարության գործունեության թիրախները։ Սակայն ոչ միայն ներկայիս կառավարության, այլև նախորդ կառավարությունների ծրագրերն աչքի են ընկել իրենց գեղարվեստականությամբ և բարի ցանկություններով, ձևակերպումների վերացականությամբ, ինչի համար էլ բազմիցս արժանացել են քննադատությունների։
Հաճախ այդ քննադատությունները նաև տեղին են եղել, քանի որ խոսքը երկրի համար կարևորագույն քաղաքական փաստաթղթի մասին է։ Իրականում, սակայն, Տիգրան Սարգսյանի կամ Հովիկ Աբրահամյանի կառավարությունները, ըստ էության, ձախողվել են ոչ թե վատ կամ թերի ծրագրի պատճառով, այլ գործնական քայլերի կիսատության կամ բացակայության հետևանքով։ Ընդ որում՝ պետք է շեշտել, որ այդ եթե անգամ կատարյալ շարադրված ծրագիր ունենային, ապա արդյունքը չէր էլ կարող այլ կերպ լինել։
Նման պայմաններում նոր կառավարության ծրագրի քննադատությունը այլևս նպատակին չի ծառայում, քանի որ նախ՝ կառավարությունը դե յուրե գործելու է 6 ամսից էլ պակաս, Կարեն Կարապետյանը հանդես է գալիս պրակտիկ գործչի դիրքերից և կարծես թե առավել կարևորում է հենց գործնական քայլերը։ Այս մասին են վկայում վարչապետի հաճախակի պնդումները, թե կառավարությունը խուսափելու է թղթպանակներից և զբաղվելու է գործով։ Թե ինչ արդյունքներ կգրանցի Կարապետյանի կառավարությունը, կարող ենք տեսնել շատ մոտ ապագայում։
Իսկ ինչ վերաբերում է կառավարության ծրագրին, թերևս պետք չէ ավելորդ լրջություն հաղորդել վերջինիս, քանի որ խոստովանենք՝ վերջինս պարզապես ֆիկցիա է։ Սա, բնականաբար, չի կարող դիտվել որպես դրական իրողություն, սակայն այն կարող է փոխհատուցվել կառավարության պրակտիկ գործունեությամբ։ Ուստի լավագույն տարբերակն է ուղղակի հետևել կառավարության քայլերին և ոչ թե ծանրանալ ծրագրում առկա այս կամ այն ձևակերպման վրա, որոնք գործնականում որևէ նշանակություն չունեն։
