Հարկային և մաքսային դաշտում առկա վերահսկողությունը պետք է հնարավորինս նվազեցնել: Խոսքը այն նվազեցումների մասին է, որոնց հետևանքով կշահի ներկրողը և չի թերանա պետական վերահսկողության մեխանիզմը: Այս դեպքում խոսքը գնում է հսկիչ գների սահմանափակման մասին:
Տնտեսվարող այն սուբյեկտները, որոնց գործողությունները օրինական են, պետք է հնարավորինս քիչ առնչվեն մաքսային և հարկային համակարգի աշխատակիցների հետ: Անհրաժեշտ է նաև հնարավորինս կրճատել գերատեսչություններին անհրաժեշտ փաստաթղթերի ու տեղեկանքների տրամադրման ցանկն ու ժամկետները: Ավելորդ քաշքշուկից և անհարմարություններից խուսափելու համար անհրաժեշտ են խաղի պարզեցված կանոններ:
Այս իրավիճակում հաշվիչ գները պետք է առավելագույնս կրճատվեն և կիրառվեն միայն այն պետությունների նկատմամբ, որոնց ինվոյսը գտնվում է ռիսկայնության բարձր մակարդակում: Ինչ վերաբերում է այն պետություններին, որոնց ներկայացրած հաշիվ ապրանքագիրը ունի արժանահավատություն, ապա նմանատիպ դեպքերում հսկիչ գները հնարավոր է և չկիրառվեն:
