«Ժամանակ». ՀԱՊԿ գագաթնաժողովի անակնկալ զարգացումները

«Երեկ սպասվում Էր, որ Երևանում տեղի ունեցած ՀԱՊԿ գագաթնաժողովի ընթացքում այդ կազմակերպության անդամ երեկոների ղեկավարները պետք Է որոշեն, թե ով Է լինելու կազմակերպության նոր գլխավոր քարտուղարը։ Ինչպես ամիսներ առաջ հայտարարել Էր ներկայիս քարտուղար Բորդյուժան, հոկտեմբերին, ռոտացիոն կարգով, գլխավոր քարտուղարի պաշտոնը պետք Է անցներ Հայաստանին։ Սակայն, երեկ հայտնի Է դարձել, որ այդ պաշտոնը կշարունակի մնալ Բորդյուժայի ուսերին, իսկ Հայաստանի ներկայացուցչի հարցը տեղափոխվում Է մինչև տարվա վերջ։ Փաստորեն, ՀԱՊԿ-ում Հայաստանի ներկայացուցչի հարցը հետաձգվում Է երկրորդ անգամ։ Առաջին անգամ դա տեղի ունեցավ դեռևս նախորդ տարեվերջին, այսինքն ապրիլյան պատերազմից առաջ։ Ընդ որում, ՀՀԿ– ական խորհրդարանական խմբակցության ղեկավար Վահրամ Բաղդասարյանը հայտարարել Էր, որ առաջին անգամ դա հետաձգվել Էր ռուսական կողմի խնդրանքով։ Ո՞ւմ խնդրանքով Է ՀԱՊԿ գլխավոր քարտուղարի պաշտոնում Հայաստանի ներկայացուցչի նշանակումը հետաձգվում այս անգամ։

Արդյո՞ք պատճառը այն Է, որ այս անգամ գագաթնաժողովին չկար Նազարբաևը և նա դեմ Էր, որ Հայաստանի ներկայացուցիչը ստանձնի այդ պաշտոնը Բորդյուժայից հետո։ Մինչդեռ, վերջին շաբաթներին հայկական մամուլը նույնիսկ շրջանառում Էր անուններ՝ պաշտպանության նախկին նախարար Սեյրան Օհանյան, ԶՈւ Գլխավոր շտաբի նախկին պետ խաչատուրով, պաշտպանության Էլ ավելի նախկին նախարար Վաղարշակ Հարությունյան։ Նրանցից հայտնի Է, որ միայն Սեյրան Օհանյանը հայտարարեց, որ կհրաժարվի, եթե իրեն առաջարկեն այդ պաշտոնը։ Արդյո՞ք Ռուսաստանը և ՀԱՊԿ մյուս անդամները բարկացել են այդ հայտարարությունից և որոշել, որ այդ պաշտոնը ընդհանրապես չի անցնի Հայաստանին,   թե՞   Սերժ Սարգյանն իրականում Սեյրան Օհանյանի թեկնածությունից բացի չի ունեցել այդ պաշտոնի համար առավել նախընտրելի թեկնածու և ստիպված Է եղել ուղղակի հետաձգել հարցը։ Սակայն զուգահեռաբար չենք կարող բացառել և այն, որ գուցե Հայաստանը հրաժարվել Է ոչ թե ստիպված, այլ ամեն ինչ արել Է հատկապես ներկայումս Նման պաշտոնի պատասխանատվության տակ չմտնել, հաշվի առնելով Արևմուտքի և Ռուսաստանի միջև հակասությունների խորացումն ու բավական վտանգավոր իրավիճակը Սիրիայում։ Այս պայմաններում Հայաստանը կարող Էր պարզապես հրաժարվել իր ներկայացուցչի դեմքով մտնել նման պատասխանատվության տակ, երբ ակնհայտ Է, որ ՀԱՊԿ– ն իրականում գերազանցապես Ռուսաստանին պաշտպանող, Ռուսաստանի ազդեցության տակ գտնվող կառույց Է և Մոսկվան պարզապես կարող Է փորձել շագանակներ հանել կրակից Հայաստանի ներկայացուցչի միջոցով»,–գրում է թերթը։
