Այսօր Երևանում՝ ՀԱՊԿ-ում ՀՀ նախագահության համատեքստում, կազմակերպության խորհրդի նստաշրջան է տեղի ունենալու, որին մասնակցելու են անդամ-երկրների նախագահները: Սա, ըստ էության, ՀԱՊԿ ամենից բարձր կառավարչական օղակի տարեկան հանդիպում է, ուր քննարկվում են ՀԱՊԿ-ի համար ռազմավարական նշանակության հարցեր ու առաջադրվում խնդիրներ:

Չնայած թերի կայացվածությանը, ներքին դիրքորոշումների ոչ հստակությանը, անդամ-երկրների անվտանգային ռիսկերի ու սպառնալիքների մասին տարաբնույթ պատկերացումներին, երբեմն մրցակցային, երբեմն հակընդդեմ շահերին՝ ՀԱՊԿ-ն, այնուամենայնիվ, մեր անվտանգության համակարգի կարևոր մասն է: Այո՛, կարևոր, քանի որ ՀԱՊԿ հարթակում մենք մի շարք անվտանգային ու հատկապես ռազմական անվտանգության ապահովման հնարավորություններ ենք ստանում: Մասնավորապես՝ միացյալ ՀՕՊ համակարգի ստեղծում, համատեղ սահմանային պաշտպանություն, ՀԱՊԿ անդամ-երկրներից(ՌԴ) գործարանային գներով զենքի ու զինտեխնիկայի ձեռքբերում, ռազմարդյունաբերական համատեղ ձեռնարկությունների ստեղծում, զինված ուժերի արդիականացման համատեղ վարժանքների կազմակերպում ու անցկացում, ռազմական կրթություն և այլն: 
Վերոնշյալ գործակցությունը ՀՀ-ն իրականացնում է ՀԱՊԿ ֆորմատում առավելապես ՌԴ-ի հետ, ու այս պահի դրությամբ դրանք մեզ համար ռազմավարական են, այսինքն՝ որևէ այլ երկրի կամ կազմակերպության հետ մենք նման մասշտաբի ու խորության հարաբերություններ ու արտոնյալ պայմաններ չունենք:

Իհարկե, չմոռանալով կազմակերպության կամ ավելի շուտ նրա որոշ անդամների ճնշման ներքո ՀԱՊԿ-ի՝ առավելապես պասիվ գնահատականները ԼՂ հակամարտության գոտում ռազմական սրացումների կամ ՀՀ-ի սահմանային հատվածների՝ Ադրբեջանի կողմից գնդակոծությունների փաստերի վերաբերյալ, մենք, այնուամանայնիվ, պետք է նշենք, որ գործակցային բաղադրիչը մեզ համար առավելապես ապահովում է ձեռքբերումներ, քան կորուստներ: 
ՀԱՊԿ-ի անդամ որոշ երկրների ապրանքաշրջանառության ծավալները, ազգային-մշակութային կապերը, քաղաքական շահերն ու համատեղ հետաքրքրությունները օբյեկտիվ պայմաններ ես ստեղծում, որ Ադրբեջանի նկատմամբ քննադատական որակումներ կա՛մ չլինեն, կա՛մ լինեն շատ նուրբ փաթեթավորմամբ: Տրամաբանական է, որ դա կազմակերպության անդամ-երկրների ազգային շահերից բխող վարք է: Հենց վերոնշյալ հանագամանքն է, որ մեր կարծիքով լրջագույն խնդիր է կազմակերպության կայացման գործընթացում, որը առնվազն այս պահի դրությամբ հնարավոր չէ շտկել: Ի դեպ, տարակարծություններ/ներքին դժգոհություններ կան ոչ միայն ՀՀ, այլև ՌԴ-միջինասիական որոշ երկրներ ֆորմատում. հենց թեկուզ, եթե հիշենք Սիրիայում ռուսական ռազմական օդանավի խոցման վերաբերյալ նրանց պասիվ մոտեցումները:

Ինչևէ. այսօր ունենք այն, ինչ ունենք, ու ՀԱՊԿ ֆորմատում գործակցությունը մեր ռազմական պաշտպանության ոլորտում մեզ հնարավորություն է տալիս ստանալ առավելագույնը, ուստի գործակցությունը ՀՀ ազգային շահերի տեսանկյունից այս պահի դրությամբ ավելի շուտ արդարացված է, քան ոչ:
