Վարչապետի հանձնարարականներն ու հայ չինովնիկները

Կառավարության անցած օրվա նիստի լուսաբանմանը հետևելիս պայմանականորեն կարող ենք այն անվանել հանձնարարականների նիստ։ Հատուկ ուշադրություն պետք չէ տեսնելու համար, որ հայաստանյան գրեթե բոլոր լրատվամիջոցները նիստին նվիրված լրատվական նյութերը սկսում էին «վարչապետը կամ Կարեն Կարապետյանը հանձնարարել է» արտահայտությամբ։ Ըստ էության, իրականում էլ գործադիրի նիստերի առանցքը պետք է լինեն հենց գործադիրի ղեկավարի հանձնարարությունները, որոշումներն ու իհարկե նաև քննադատությունը։

Այստեղ սակայն հարց է առաջանում, թե հանձնարարական ստացած գերատեսչություններն ինչքանով են ազատ դրանք կյանքի կոչելու գործում։ Թերևս մենք շատ հաճախ ենք տեսել ու լսել ոչ միայն Հայաստանի վարչապետերի, այլև նախագահների տրված հանձնարարականների մասին, որոնք գեղեցիկ խոսքերից այն կողմ չեն անցել, իսկ լավագույն դեպքում մնացել են կիսատ իրականացված։ Կփոխի՞ արդյոք այս ավանդույթը նորանշանակ վարչապետը, թե՞ ոչ, առայժմ դժվար է ասել, սակայն մի շարք հանգամանքներ համենայնդեպս հույս են ներշնչում, որ վարչապետի հանձնարարականները կարող են կյանքի կոչվել։ Խնդիրն այստեղ այն մթնոլորտն է, որն ստեղծվել է վերջին շրջանում կատարված մի շարք այնպիսի տեղաշարժերից հետո, ինչպիսիք էին Բեգլարյան ու Խաչատրյան Գագիկների ու Խաչատրյան Սուրիկի ու Հովսեփյան Հովհաննեսի պաշտոնանկությունները, որոնք առնվազն արտաքուստ կտրուկ և համարձակ գործողությունների մթնոլորտ են ստեղծում։

Նման կարգի պաշտոնյաների հեռացումը վարչական ապարատից վարչակարգի բոլոր օղղակների մոտ ստեղծում է տպավորություն, որ նորանշանակ վարչապետը քարտ բլանշ է ստացել իշխանության ամենավերին օղակից, ինչը նշանակում է, որ վարչական չինովնիկը, ի դեմս վարչապետի, տեսնում է Սերժ Սարգսյանի «դաբրոն» ստացած գործչի, որի հանձնարարականների հետ կատակ անել չի կարելի։

Սա, ի դեպ, չի նշանակում, թե հայաստանյան պաշտոնյաները դառնալու են որակապես ավելի լավն ու բարեխիղճ, խնդիրը զուտ չինովնիկական ճկունության ու հոգեբանության մեջ է, որն առավելապես ռուսական իրականության տրամաբանության մեջ է, ինչպես նաև հենց վերադասի կողմից հնչող հանձնարարականների սկզբունքի կիրառումը։ Եթե ուշադիր լինենք ռուսական լրահոսին, ապա ակնհայտ կերպով կտեսնենք ռուսական լրատվամիջոցների հատուկ շեշտադրումները Պուտինի տարբեր հանձնարարականների վրա։ Ըստ էության, հենց այս հանձնարարականներն են ստեղծում հասարակական տպավորություն, որ ղեկավարը գործում է և տիրապետում իրավիճակին։ Արդյո՞ք միայն տպավորություն ստեղծելուց զատ նորանշանակ վարչապետը կկարողանա իրապես իր ձեռքում հավաքել ղեկավարման լծակները, կտեսնենք առաջիկայում։
