Հայաստանյան հասարակական-քաղաքական դաշտը կարծես բաժանված է միմյանց հետ կապ չունեցող երկու զուգահեռ իրականությունների մեջ։ Մի կողմից՝ երկրում փոխվում է վարչապետ, որը համենայն դեպս արտաքուստ կտրուկ կադրային քաղաքականություն է իրականացնում և ազատվում այնպիսի օդիոզ պաշտոնյաներից, ինչպիսին էր Սյունիքի մարզպետը։ Բովանդակային առումով, անշուշտ, երաշխիքները մեծ չեն, որ նման կադրային քաղաքականությունը կարող է որակական ու բովանդակային փոփոխություններ բերել վարչակարգի գործունեության տրամաբանության մեջ, քանի որ Հայաստանը շարունակում է մնալ շատ փոքր օղակի կողմից ղեկավարվող կիսաավտորիտար համակագի մեջ։
 
Չնայած սրան՝ վերջին շրջանում նոր վարչապետի վարքագիծը որոշակի թարմություն և երբեմն էլ դրական տեղաշարժի հույսեր է արթնացրել առնվազն հասարակության որոշ հատվածների մոտ։ Անշուշտ, քաղաքական իրողությունների մասին դատելիս այնքան էլ տեղին չեն հույս, ոգևորություն կամ խանդավառություն ձևակերպումնները, սակայն հենց դրականի նկատմամբ որոշակի հույսերից է ծնվում իշխանության նկատմամբ հասարակական վստահությունը։ Վերջինիս պակասն ի դեպ զգալի էր հայաստանյան բոլոր իշխանությունների, ընդդիմության ու քաղաքական գործընթացների նկատմամբ։ Այս իրավիճակում թեկուզ փոքր բեկումն ինքնին բերում է հասարակական-քաղաքական իրականության որակական փոփոխության։
 
Սակայն, ինչպես տեսանք ՏԻՄ ընտրություններում և վերջին օրերի իրադարձություններում, վարչակարգը հերթական անգամ ասպարեզ է իջեցնում տարատեսակ ժամկետանց քաղաքական գործիչների ու կուսակցությունների, որոնց հիմնական գործառույթը հասարակական ապակողմնորոշումն է, քաղաքական խարդավանքն ու առևտուրը։ Նմանատիպ քաղաքական ուժերն ու գործիչները որոշակի ռեսուրսների հաշվին կարողանում են իրենց շուրջ մոբիլիզացնել հասարակական ինչ-ինչ խմբերի, ինչպես նաև բեկել ընդդիմադիր տրամադրությունների բևեռացման գործընթացը։ Նմանատիպ ուժերի ու անհատների գործունեությունը շատ մեծ դժվարությամբ կարող ենք համարել քաղաքական, սակայն այդ գործունեության հետևանքները միանշանակ քաղաքական են և բխում են վարչակարգի շահերից՝ երկրում ընթացող քաղաքական անցուդարձերը պահելով վարչակարգի կանխատեսելիության սահմաններում։
 
Նման իրականության արդյունքը հերթական անգամ դառնում է այն, որ Հայաստանը դեպի 2017-ի խորհրդարանական ընտրություններ և խորհրդարանական համակարգ գնում է այսպես կոչված ֆեյք կուսակցություններով ու գործիչներով, հեղհեղուկ քաղաքական դաշտով զուտ իրավիճակային քաղաքական օրակարգերով։ Այստեղ պետք է շեշտել, որ նման պայմանները, չնայած շատ ավելի ծանր հարված են հասցնում մաքուր և հրապարակային քաղաքականության հայեցակարգերի ձևավորմանը, միևնույն ժամանակ, հստակ վտանգներ են պարունակում նաև վարչակարգի համար, քանի որ վերջինս նույնպես սպառում է իր ներուժն ու ռեսուրսները և լճանում։ Թերևս նաև հենց այս լճացումն էր պատճառը, որ իշխող կուսակցությունը չկարողացավ իր շարքերից ընտրել նոր վարչապետին։ Սակայն սա արդեն այլ դիտարկման թեմա է։
