Մի քանի դիտարկում ստվերային տնտեսություն մասին

Ստվերային տնտեսությունը շատ հաճախ անվանում են «Տնտեսություն կառավարության լիազորություններից դուրս», այն ուսումնասիրության առարկա դարձավ 1930-ական թվականներից: Իսկ արդեն 1980-ական թվականներին այս երևույթն ստացավ միջազգային տարածում` դառնալով մի շարք տնտեսագետների հետազոտության առարկան:

Ստվերային տնտեսական գործունեությունը բարդ և բազմակողմանի երևույթ է, որն առկա է ցանկացած սոցիալ-քաղաքական պայմաններում: Այս առումով կարող ենք ասել, որ ստվերային գործունեությունը հանդիսանում է տնտեսական ոլորտում պետական վերահսկողության հետևանք:

Համաձայն մեկ այլ տեսակետի՝ ստվերային գործունեությունը պաշտոնական վիճակագրական մարմիններում չգրանցված և անվերահսկելի գործունեությունն է` ներառյալ արտադրությունը, սպառումը, փոխանակումը և այլն: Այս բոլոր բնորոշումները բնութագրում են ստվերային տնտեսությունը տարբեր կողմերից` միևնույն ժամանակ չհակասելով միմյանց:

Ստվերային տնտեսությունը բաժանվում է երեք մեծ խմբի՝ ոչ պաշտոնական տնտեսություն կամ «սպիտակ օձիք»․ սա օրենքով արգելված գործունեություն է, որը ենթադրում է տնտեսական գործունեության ընթացքում աշխատատեղերի թաքցնում` հանգեցնելով ստեղծված արդյունքի թաքնված վերաբաշխման: Այս գործունեությամբ հիմնականում զբաղվում են «պաշտոնավոր մարդիկ», դրա համար էլ այս տեսակը նաև անվանում են սպիտակ օձիք: Այս գործունեության ընթացքում նոր արտադրանք չի արտադրվում կամ ոչ մի նոր ծառայություն չի մատուցվում։ Ստվերային գործունեությունից ստացված եկամուտն օգտագործում է բնակչության մի խավը`ի հաշիվ մյուսների կորստի: Տնտեսագետների կարծիքով՝ ոչ պաշտոնական գործունեությունը հանդիսանում է ստվերային տնտեսության ամենամեծ հատվածը:

«Ֆիկտիվ կամ գորշ տնտեսություն»․ օրենքով լիազորված, բայց չգրանցված տնտեսական գործունեություն է` կապված ապրանքների արտադրության և իրացման, ինչպես նաև ծառայությունների մատուցման հետ: Այս հատվածում տնտեսվարող սուբյեկտները կա՛մ գիտակցաբար հրաժարվում են պաշտոնական հաշվառումից` ցանկություն չունենալով վճարել հարկեր, կատարել ծախսեր լիազորագրերի ստացման հետ, կա՛մ տվյալ գործունեության հաշվառումը օրենքով նախատեսված չէ:

«Սև տնտեսություն»․ սա օրենքով արգելված ապրանքերի արտադրությունն ու իրացումն է: Սև տնտեսությանն են վերաբերում տնտեսական գործունեության այն բոլոր տեսակները, որոնք բացառված են նորմալ տնտեսական գործունեությունից, քանի որ դրանք համադրելի չեն: Սրան են վերաբերում բռնությունը, կողոպուտը և այլ հանցագործություններ, ինպես նաև ապրանքների արտադրություն, որոնք արգելված են օրենքով (թմրանյութերի շրջանառություն և այլ ավազակություններ):

ՊԵԿ նոր ղեկավարին ներկայացնելիս վարչապետը շեշտված ներկայացնում էր «սպիտակ դաշտում» աշխատող սուբյեկտների պաշտպանության խնդիրը, որն այս փուլում կարևոր է:

Ցավոք, մենք հասել ենք մի կետի, երբ ստվերի դեմ պայքարին զուգահեռ՝ պետք է մեծ ջանքեր թափենք, որպեսզի մեր գործողություններով առավել վատ դրության մեջ չգցենք սպիտակ դաշտում աշխատող բարեխղիճ հարկատուներին:
