ՊԵԿ-ում նոր պրոցես է սկսվում

Արմեն Հովասափյանը ֆեյսբուքյան իր էջում գրում է.
Մինչև հիմա չկա ստվերային տնտեսության վերաբերյալ կոնկրետ սահմանում, ընդ որում տարբեր երկրներում այն բնորոշվում է տարբեր կերպ: Ստվերային գործունեությունը առկա է ցանկացած պետությունում և բավականին ծավալուն ու լուրջ գործընթաց է դրանից ձերբազատվելը: Սա նույնն է ինչ հանցագործությունը` մասշտաբները կարելի է փոքրացնել, բայց ընդհանրապես չեզոքացնել այն անհնարին է:
Հայաստանում կան մի շարք խոշոր գործարարներ, որոնց բիզնեսների մի մասը գտնվում է ստվերում, և դրա շնորհիվ նրանք տարեկան մոտ կես միլիարդ դոլարով պակաս հարկեր են վճարում։ Դա նրանց ձեռնտու է, քանի որ միջին հաշվով յուրաքանչյուրը շահում է մոտ 25 միլիոն դոլար։
Այդքան չարչրկված ստվերային տնտեսությունը կոչվածը տնտեսական ձեռնարկությունների կողմից հարկերից խուսափելու հանգամանքն է: Տնտեսության ստվերայնությունը կամ «սև դաշտն» իրենից ավելի քիչ խնդիր է ներկայացնում, եթե այն համեմատենք ԱՊՀ-ի երկրների կամ հարևան Վրաստանի հետ: Հայաստանյան փոքր բիզնեսի մի մասը, և միկրոբիզնեսը գրեթե ամբողջությամբ, այդ թվում ընտանեկան և անհանատական ձեռնարկատիրությունը, գտնվում են ստվերում և ընդհանրապես գրանցված չեն:
Ժամեր առաջ գործադիրի ղեկավարը ՊԵԿ աշխատակազմին ներկայացնելով ՊԵԿ-ի նոր նախագահին նշել է. «Շատ դեպքերում միջոցառումներ ենք կազմում, ծրագրավորում՝ այն գործարարի համար, որը դաշտում չէ և որի նկատմամբ պետք է որոշակի պատժամիջոցներ կիրառել: Չենք մտածում, թե այդ գործառույթները, միջոցառումներն ինչ ազդեցություն կունենան օրինապահ, սպիտակ դաշտում աշխատող գործարարի գործունեության համար: Եթե այդ միջոցառումները նույնիսկ կարող են մեծ օգուտ բերել, բայց սպիտակ դաշտում աշխատողի համար խնդիրներ առաջացնել, ապա այդ միջոցառումները չենք կիրառելու»:
Պետք է փաստենք, որ սա վերջին երկու տասնամյակում տարաված արատներից է, երբ համակարգի բարեփոխումների կամ ստվերի դեմ պայքարի շրջանակներում՝ օբյեկտիվ կամ սուբյեկտիվ պատճառներով տուժվում են մաքուր դաշտում աշխատողները
Պատկան մարմինների գերխնդիրն է ստեղծել այնպիսի միջավայր, որպեսզի «սպիտակ դաշտում» աշխատող գործարարն իրեն հարմարավետ զգա, իսկ ստվերում աշխատողը գիտակցի, որ առաջին հերթին հենց իրեն է պետք դառնալ բարեխիղճ հարկատու: Ստվերային գործունեությունը այնպիսի երևույթ է, որը չի թողնում ոչ մի պաշտոնական հետք: Այստեղ չկան այնպիսի փաստաթղթեր ինչպիսիք են օրինակ հաշվապահական և ֆինանսական հաշվետվությունները, չեն արտացոլվում եկամուտները կամ ծախսերը:
Ստվերային տնտեսությունն առկա է նույնիսկ զարգացած երկրներում, որտեղ բարձր է բնակչության և կենսամակարդակը, և եկամուտները, ինչպես նաև գործում է լիարժեք հարկային համակարգ:
