ՏԻՄ ընտրությունների դերակատարումը երկրի կառավարման համակարգում կարևորագույններից է

Մեկ անգամ չէ, որ առիթ եմ ունեցել անդրադառնալու ՏԻՄ համակարգի նշանակությանը:
Հասարակությունում որոշակի կարծիք կա, որ երկրի կառավարման հիմնական գործընթացները սահմանափակվում են Նախագահի, Ազգային Ժողովի և կառավարության ինտիտուտներով, սակայն ՏԻՄ-ն ամենաանմիջական փոխկապակցվածությունն ունի հասարակությանը:
ՏԻՄ-ն է, որ կարևորագույն ազդակներն է ուղարկում վերը թվարկված բոլոր երեք ինստիտուտներին, որոնք իրենց հերթին չեն կարող հաշվի չնստել ժողովրդական կարծիքի հետ:
ԵՎ ուրեմն, ՏԻՄ ընտրությունների դերակատարումը երկրի կառավարման համակարգում կարևորագույններից է:
Ի՞նչ տվեցին արդեն ավարտված ընտրությունները, արդյո՞ք հասարակական կարծիքը, մտահոգություններն ու նպատակներն ամբողջությամբ տեղ գտան քվեարկության վերջնական արդյունքում:
Արդյո՞ք ընտրված համայնքի ղեկավարները կլինեն ղեկավար ինչպես իրենց քվեարկած, այդպես էլ՝ իրեն ձայն չտված քաղաքացիների համար:
Արդյո՞ք քաղաքական այլ հայացքներ ունեցած անձինք, իրենց ազատ քվարկության իրավունքից օգտվելով, ստիպված չեն լինի հատուցել դրա համար:
Արդյո՞ք նորընտիրները հետևողական են լինելու ժողովրդին տրված խոստումներն իրականացնելիս:
Օրինակները շատ են, երբ ընդգրկված համայնքի ղեկավարներն անտեսում են այն թաղամասերն ու փողոցները, որոնք մաս են կազմում այն ընտրատեղամասերին, որտեղ վերոնշյալ համայնքի ղեկավարները պարտվել են քվեարկության արդյունքում:
Սրանք կարևորագույն հիմնահարցեր են, որոնք, ցավոք, հայկական քաղաքական մշակույթում դեռևս արատավոր բնույթ են կրում, իսկ արդյունքում մեր հայրենակիցներն են ստիպված լինում համակերպվել նման կամայական մոտեցումների հետ:
Խնդիրն արմատական է, իրականում քաղաքացին չպետք է հաջորդ անգամ ձայն տա այն թեկնածուին, ով դադարում է աշխատել նրանց համար, ովքեր իր օգտին չեն քվեարկել:
Նման մոտեցումը կարող է դառնալ նոր հիմք և նոր մշակույթ, որի հետ ցանկացած ՏԻՄ ղեկավար չի կարող հաշվի չնստել: Ժողովուրդն իրենից անգերազանցելի ուժ է ներկայացնում և, երբ այդ ուժը սկսի ամբողջապես հակադարձվել չինովնիկին, ապա վստահեցնում եմ, մեր երկրում համակարգային փոփոխություններն ավելի դինամիկ բնույթ կկրեն:
