Հոկտեմբերի 2-ին Գյումրիում կայացած ավագանու ընրտությունների արդյունքների կեղծելն ու քաղաքպետի պաշտոնը ուզուրպացնելը ոմանք օրենքներով են բացատրում...Դրանցից մեկն է ԿԸՀ-ի նախագահ Տիգրան Մուկուչյանը...Մի լղոզված օրենքով,որը ով ինչպես ցանկանա այնպես էլ կմեկնաբանի...Պյուռոսյան հաղթանակ տարած "Բալասանյան դաշինքը ",որը ստացել է մասնակցած ընտրողների ձայների 32%-ը իրեն ինքնահռչակել է հաղթանակած և չգիտես ինչ բարոյական սկզբունքներով ստանալու է 18% բոնուս,որ ձևավորի Գյումրու գործադիր իշխանությունը...Արդեն պարզ է,թե ումից են առանց ամոթի պրիմիտիվորեն ԳՈՂԱՆԱԼՈՒ այդ երկու մանդատը,որ "Բալասանյան դաշինքը" ունենա 17 մանդատ,որը նա չի վաստակել...Դրանք են՝ԲՀԿ-ն և "Հայկական Վերածնունդը"...
