Ադրբեջանի կառավարությունը երկրի ղեկավար Իլհամ Ալիեւի նախագահությամբ սեպտեմբերի 1-ին անցկացված նիստում քննարկել է 2016 թվականի պետբյուջեի, ընթացիկ բյուջեի կատարողականի, բյուջեով ֆինանսավորվող նախագծերի, հաջորդ երեք տարիների համար հավանական բյուջեի ցուցանիշների, ինչպես նաեւ 2016 թվականի եւ հաջորդ երեք տարիներին տնտեսական եւ սոցիալական զարգացման հայեցակարգի ու կանխատեսումների ցուցանիշների հետ կապված հարցեր:

Ինչպես հաղորդում է «Արմենպրես»-ը' վկայակոչելով «Ազադլըգ» թերթը, նիստում ընդունված եկող տարվա բյուջեի չափի վերաբերյալ հանրությանը որեւէ տեղեկություն չի հաղորդվել, ինչն ադրբեջանական հանրության մեջ տարբեր մեկնաբանությունների առիթ է հանդիսացել:

Ադրբեջանցի տնտեսագետ Մահամադ Թալըբլըն թերթի հետ զրույցում հարցի առնչությամբ ասել է, որ կառավարությունը հանրությունից եկող տարվա բյուջեի չափը գաղտնի է պահում դրա «պարամատրերն անորոշ լինելու, ինչպես նաեւ նոյեմբերի 1-ին անցկացվելիք խորհրդարանական ընտրությունների հետ կապված' չցանկանալով ընդդիմության համար տարբեր շահարկումների առիթ դարձնել»:

Տնտեսական հարցերով փորձագետ Գուբադ Իբադօղլուի կարծիքով' Ալիեւի նախագահությամբ կառավարության նիստում քննարկումներն ամբողջությամբ գաղտնի են անցկացվել, քանի որ իր հայրենի կառավարությունը «հիվանդ ապագայի մասին հստակ կարծիք չի կարողանում հայտնել»:

«Կասկած չկա, որ նիստում խոսք է գնացել եկող տարվա պետբյուջեյում սոցիալական ծախսերը կրճատելու մասին: Այսինքն, մեր կառավարությունը ելքը տեսնում է քաղաքացու գրպանը մտնելու մեջ: Այդ պատճառով էլ իրենց որոշումները մինչեւ ընտրություններ գաղտնի են պահում», -ասել է նա' նշելով, որ իշխող վերնախավն «այնպիսի վիճակի է հասցրել երկիրը, որ ապագա բյուջեի հետ կապված ողջամիտ հայտարարություն անել չի կարողանում»:

Անդրադառնալով թեմային' virtualaz.org կայքը հավանական է համարել, որ Ադրբեջանի կառավարությունը եկող տարվա բյուջեի ձեւավորման մեջ նավթի գինը կարող է հաշվարկել մեկ բարելի դիմաց 50-55 դոլար չափով, եւ ենթադրել, որ հենց այդ պատճառով է, որ բյուջեի հետ կապված քննարկումները գաղտնի են պահվել հանրությունից:

«Նավթի գինը բյուջեում 50-55 դոլար հաշվարկելը նշանակում է, որ բյուջեի եկամուտների եւ ծախսերի բաժիններում լուրջ նվազում է լինելու: Իսկ դա խորհրդարանական ընտրությունների շեմին կարող է տարբեր շահարկումների պատճառ դառնալ: Ենթադրվում է, որ եկող տարվա պետբյուջեում շինարարությանը հատկացվող ֆինանսական միջոցներին զուգահեռ լուրջ կրճատումներ կարվեն նաեւ սոցիալական ուղղվածության նախագծերում», -նշել է կայքը' իր կանխատեսումը հիմնավորելով այն բանով, որ 2016 թվականի պետբյուջում Ռուսաստանի Դաշնությունը նավթի գինը հաշվարկել է մեկ բարելի դիմաց 50 դոլար չափով:
