ՀՀ-ն ԼՂ հակամարտության կարգավորման կարճ և խաղաղ ճանապարհ է համարում ինքնորոշման իրավունքի իրացումը

Հայաստանը տեսնում է Լեռնային Ղարաբաղի հակամարտության կարգավորման ամենակարճ ու խաղաղ ճանապարհը. դա ԼՂ ժողովրդի ինքնորոշման իրավունքի իրացումն է: Սեպտեմբերի 30-ին լրագրողների հետ հանդիպմանն այս մասին ասաց ՀՀ ԱԺ արտաքին հարաբերությունների մշտական հանձնաժողովի նախագահ Արտակ Զաքարյանը՝ անդրադառնալով ԱՄՆ պետքարտուղար Ջոն Քերիի հայտարարությանը, թե ԼՂ հակամարտության կարգավորման համար պայմաններ չե ն դասավորվել: «Լեռնային Ղարաբաղի ժողովրդի ինքնորոշման իրավունքը ողջունել են նաև համանախագահ երկրները, ինչն արտահայտված է տարբեր հայտարարություններում, ինքնորոշման իրավունքն արտահայտված է բազմաթիվ միջազգային փաստաթղթերում: Ժամանակին Միացյալ Նահանգների կոնգրեսն էլ է ողջունել Լեռնային Ղարաբաղի ժողովրդի ինքնորոշման պայքարը: Այնպես որ, մենք շարունակելու ենք այն հաստատումները, որ ունենք հակամարտության կարգավորման գործընթացում: Գոնե մեր տեսանկյունից բանակցությունները փակուղում չեն»,- «Արմենպրես »-ի հաղորդմամբ՝ նշեց Զաքարյանը:
Պատգամավորը հստակեցրեց, որ Հայաստանի համար բանակցությունները գտնվում են հիմնավոր սպասողական վիճակում: Հայկական կողմը Վիեննայում և Սանկտ Պետերբուրգում լիովին հիմնավորել է ԵԱՀԿ նախագահի գրասենյակի կարողությունների ավելացումը, հիմնավորել է, թե որքան մեծ է հրադադարի ռեժիմի խախտման հետաքննության մեխանիզմների ներդրման անհրաժեշտությունը: Սա ոչ միայն Հայաստանի, այլ նաև Մինսկի խմբի համանախագահող երկրների մոտեցումն է, որովհետև չի կարող լինել պատերազմի վտանգ, և զուգահեռ լինեն բանակցություններ: «Այս փուլում մենք սպասում ենք, թե որքա նով կկարողանա միջազգային հանրությունը ազդել Ադրբեջանի վրա, որպեսզի վերջինս ընդունի անհրաժեշտություն համարվող հրադադարի ռեժիմի պահպանումը և որքանով հնարավոր կլինի Ադրբեջանում Ալիևի և իր խմբավորման մեջ ձևավորել այն ընկալումը, որ հարկավոր է խոսել Լեռնային Ղարաբաղի ժողովրդի ինքնորոշման իրավունքի մասին: Հարկավոր է Ադրբեջանի ժողովրդին պատրաստել դրան»,- հավելեց Արտակ Զաքարյանը:
Նա շեշտեց, որ ԼՂ հակամարտության կարգավորման հարցում հայկական կողմի դիրքորոշումը հստակ է՝ չեն կարող լինել չարդարացված փոխզիջումներ, չեն կարող որևէ կերպ տուժել ԼՂ ինքնորոշման իրավունքը և անվտանգությունը, ԼՂ-ն երբեք չի կարող լինել Ադրբեջանի կազմում:
Անդրադառնալով Հայաստանի և Ադրբեջանի նախագահների հանդիպման հավանականությանը՝ Արտակ Զաքարյանը կարծիք հայտնեց, որ նման հանդիպում կկայանա, երբ կողմերը կհստակեցնեն օրակարգը: Նրա խոսքով՝ այս պահին դեռ հստակ օր չկա հանդիպման համար, սակայն բանակցություններ վարել՝ նշանակում է նաև նախագահների հանդիպում:
