«Ռուսաստանի կողմից Հայաստանին օպերատիվ մարտավարական «Իսկանդեր» հրթիռային համալիր մատակարարելը նախ և առաջ չի վկայում է այն մասին, որ այն կիրառվելու է Լեռնային Ղարաբաղի հակամարտության ժամանակ, հակառակն, այն խոսում է Մոսկվայի` տարածաշրջանում ուժերի հարաբերակցության պահպանման մարտավարության մասին»,- ադրբեջանական լրատվականին տված հարցազրույցում նման կարծիք է հայտնել ռուս ռազմական վերլուծաբան Եվգենի Միխայլովը: 

«Ռուսաստանը երբեք թույլ չի տա այսպիսի ահեղ զենքի միակողմանի կիրառում: Եթե «Իսկանդերներ» երբևէ կիրառվեն, ապա միայն Հայաստանի և Ադրբեջանի միջև լայնամասշտաբ պատերազմի պարագայում, ինչը Ռուսաստանը երբեք թույլ չի տա: Այնպես որ, Ադրբեջանի մտավախությունները, կապված «Իսկանդերի» հետ, անիմաստ են»,- համոզմունք է հայտնել փորձագետը:

Նա նաև վստահ է, որ Հայաստանին «Իսկանդերներ» մատակարարելուց հետո Մոսկվայի ու Բաքվի հարաբերությունները չեն վատանա: «Քաղաքականությունը փոխզիջումների փնտրտուք է, այնպես որ, առաջիկայում ոʹչ Ադրբեջանին, ոʹչ էլ Հայաստանին ոչինչ չի սպառնում: Ռուսաստանը դեռևս հզոր է և կարող է ցանկացած կոնֆլիկտային պահի հարմար լուծումներ գտնել, առավել ևս իր մերձավոր դաշնակիցների միջև»,- նշել է Միխայլովը` հավելելով, որ չպետք է մոռանալ, որ Հայստանը ՀԱՊԿ անդամ է:
«Ես վստահ եմ, «Իսկանդերների» մատակարարման և կիրառման պայմանները խիստ սահմանափակումներ ունեն: Ի վերջո, տեխնիկան ռուսական է, ու որոշ պայմանավորվածությունների խախտման դեպքում Ռուսաստանը միշտ կարող է լուծել դրա շահագործման հարցը»,- եզրափակել է ադրբեջանական լրատվականի զրուցակիցը:
