Իրականում ապրիլյան պատերազմից հետո հայ հասարակությունն ակնկալում էր ոչ այնքան բանակում առկա խնդիրների հետևանքների վերացումը, այլ հենց բուն խնդրի արմատախիլ անելը։ Երկար տարիներ կառավարությունը բյուջետային միջոցների առյուծի բաժինը հատկացրել է պաշտպանական գերատեսրությանը՝ թե սպառազինության և թե այլ խնդիրներ լուծելու համար։ Բայց քառօրյա պատերազմի մարտերում բանակի արտացոլված խայտառակ բացթողումները ցույց տվեցին, որ ամեն ինչ շատ ավելի խորն է, քան դիրքերի վատ կահավորման ու փամփուշտների պակասը։ Այս ժողովուրդն ակնկալում էր բանակը թալանող գեներալների պաշտոնանկությունը, բայց զինվորի փափուշտի գինը թալանող, սրա նրա բիզնեսը խլող գեներալները դեռ նստած են ՊՆ-ում և շարունակում են գործել այնպես, ինչպես ապրլից առաջ։ Ընդամենը մի քանի ՊՆ բարձրաստիճան պաշտոնյաների պաշտոնանկությամբ, հատկապես երբ վերջիններս ՊՆ-ի խոշոր գայլերի ղեկավարած թալանչիական գործունեությանը սպասարկող ցածր օղակ էին ընդամենը, ոչ մի հարց չի լուծվում։ Որքան էլ որ մեր լրատվամիջոցներին ուղղորդեն մեկ-երկու լավ կահավորված դիրք, որոնք հատուկ հենց ԶԼՄ-ներին ցույց տալու համար էլ կահավորվել են, միևնույն է բանակը բանակ չի դառնա մինչև այդ գեներալներից չազատվի, որովհետև քանի իրենք այնտեղ են ոչ միայն առաջնագծում ենք թույլ լինելու, այլ բանակում շարունակելու են տիրելու անկարգությունն ու ամենափողությունը։
