Ներկայացնում ենք թերթի առաջնորդողից մի հատված.
«Կառավարությունը կարծես քարոզչական առաջին ալիքից անցել է առարկայական քայլերի, որոնցից ամենաէականն ու տնտեսության համար ամենադրական նշանակություն ունեցողը վերաֆինանսավորման տոկոսադրույքի՝ 0.5 տոկոսով նվազեցումն էր Կենտրոնական բանկի կողմից, որ տեղի ունեցավ նախօրեին։ Իսկ դրանից մեկ օր առաջ ԿԲ-ն նվազեցրել էր նաև բանկերին ներկայացվող պարտադիր պահուստավորման նորմատիվը։ Ընդամենը երկու տոկոսով, որը ծավալային գնահատման դեպքում իրականում կարելի է համարել ամբողջ երկու տոկոս։
Այս քայլերի մասնագիտական նշանակությունը թող բացատրեն կառավարության քարոզիչները։ Իսկ ոչ մասնագիտական իմաստով, հանրության համար կարևոր նշանակությունն այն կարող է լինել, ու հուսանք՝ կլինի, որ փողի էժանացումը կհանգեցնի վարկային տոկոսադրույքների նվազմանը, ինչն էլ իր հերթին՝ կհանգեցնի տնտեսվարողների կողմից ավելի շատ ու ավելի էժան վարկերի ներգրավմանը։
Իսկ շատ ու էժան վարկը նոր աշխատատեղ է, նոր աշխատատեղը՝ նոր աշխատողին վճարված նոր աշխատավարձ է կամ գործող աշխատողի աշխատավարձի բարձրացում, որն էլ իր հերթին՝ նոր վճարունակ պահանջարկ է, այսինքն՝ տնտեսության իրական զարգացմանն ուղղված լրջագույն քայլ։ Այս թվարկումը, որը տնտեսագիտության մեջ մուլտիպլիկացիա կոչվող շղթայի բազմաթիվ այլ օղակներից մի քանիսի թվարկում էր միայն, բավական է՝ գնահատելու համար ԿԲ-ի ընդամենը երկու նորմատիվային քայլի ամենևին ոչ նորմատիվային նշանակությունը տնտեսության համար։
Հարցը, ինչո՞ւ ԿԲ-ն, որ այս քայլերն ակնհայտորեն արել է բարձրագույն քաղաքական իշխանության քաղաքական որոշման արդյունքում, ավելի վաղ նույնը չի արել՝ համարյա հռետորական է՝ ներկայի ու ապագայի իմաստով, իսկ պատասխանները վերաբերելու են ոչ թե՝ տնտեսության զարգացմանը, այլ՝ քաղաքական անցյալին ու ապագային, որը տնտեսվարողների ու քաղաքացիների համար էական նշանակություն չունի։ Ինչպես որ էական նշանակություն չունի հարցի պատասխանը՝ ինչպե՞ս է Կարեն Կարապետյանին հաջողվել ստանալ այդ կենսական քայլն իրականացնելու քաղաքական որոշումը կամ թույլտվությունը։
Կարևորը՝ հաջողվել է, ու հուսանք՝ այդ հաջողությունը կունենա ոչ թե մեկանգամյա նշանակություն, այլ մուլտիպլիկատիվ էֆեկտ, ինչպես վերաֆինանսավորման տոկոսադրույքի նվազեցումը տնտեսության համար»,–գրում է թերթը։
