 Եվրամիության բարձրագույն գործադիր մարմինը` Եվրահանձնաժողովը, անդրադարձել է Ադրբեջանում տեղի ունեցած հանրաքվեով արված սահմանադրական փոփոխություններին եւ կոչ արել հաշվի առնել Վենետիկի հանձնաժողովի դրանց վերաբերյալ ունեցած նկատառումները:

Այս մասին, ինչպես հաղորդում է «Արմենպրես»-ը, հայտնում է ադրբեջանական azadliq.info լրատվականը:

Եվրախորհրդի Վենետիկի հանձնաժողովը սեպտեմբերի 26-ին Ադրբեջանում ընդունված սահմանադրական փոփոխությունների վերաբերյալ բացասական եզրակացություն է տվել:

Հանձնաժողովի փորձագետները գտնում են, որ սահմանադրական փոփոխություններով Նախագահի լիազորությունների մեծացումը խախտում է երկրի կառավարման մարմինների միջեւ եղած անհրաժեշտ հավասարակշռությունը, բացի այդ  նրանց կարծիքով Նախագահի պաշտոնավարման ժամկետը 5-ից  7 տարի դարձնելը չունի ոչ մի արդարացում:

Ըստ փորձագետների, Նախագահի կողմից խորհրդարանը ցրելու իրավասությունը սահմանափակում է խորհրդարանի քաղաքական ինքնուրույնությունը, ինչը իր բացասական ազդեցությունը կարող է ունենալ նաեւ դատական համակարգի անկախության վրա, քանի որ խորհրդարանը հանդիսանում է նաեւ դատական համակարգը վերահսկող մարմին:

Փորձագետները դժգոհություն են հայտնել նաեւ այն առիթով, որ նոր սահմանադրությամբ Նախագահը կկարողանա արտահերթ ընտրություններ հայտարարել իրեն հարմար ժամանակ:

Հանձնաժողովը իր տված եզրակացության մեջ քննադատել է նաեւ այն հանգամանքը, որ հանրաքվեն անցկացվել է շատ կարճ ժամանակում, եւ հանրաքվեի կարգը բավականաչափ չի քննարկվել խորհրդարանում եւ հանրության շրջանում:

2016 թվականի սեպտեմբերի 26-ին Ադրբեջանում հանրաքվեի արդյունքում տեղի ունեցած սահմանադրական փոփոխությունների համաձայն` անսահմանափակ ընտրվելու իրավունք ունեցող երկրի նախագահի պաշտոնավարման ժամկետը 5 տարուց երկարացվել է 7-ի: Մեկ այլ դրույթով Նախագահը ստացել է խորհրդարանը ցրելու, վաղաժամկետ ընտրություններ անցկացնելու իրավունք:
