Կառավարման ապարատում առաջին դեմքերի փոփոխությունը պետք է լինի առաջին էտապը և այն պետք է շարունակական բնույթ կրի, որովհետև տարիներ շարունակ այնտեղ խցկվել, բույն են դրել պրոֆեսիոնալ գռփողներ, լափողներ, շորթողներ ու պաշտոնական դիրքը չարաշահողներ: Նրանց մեծ մասը գոյություն ունեն ու բարգավաճել են գրեթե բոլոր իշխանությունների, բոլոր վարչապետների և նախարարաների օրոք:Նրանք արագ հարմարվում են, գոյատևում, սերունդ տալիս և սկսում նաև հարմարացնել իրենց: 
Առերևույթ հանրությանը չերևալով, ցավոք հենց նրանք են եղանակ ստեղծում, կարծիք ստեղծում իշխանական օղակների մասին: Նրանք նույնիսկ օգտվում են խստացումներից, փոփոխություններից, զգուշանալով, ավելի մեծ չափերի հասցնելով իրենց ստանալիքն ու առնելիքը, բացատրելով նոր ղեկավարների նշանակումներով: Աստիճանաբար, օղակ առ օղակ մաքրազերծել է պետք…Դժվար է, բայց հնարավոր ու պետք է փորձել…
Հենց սրանք են պրիմիտիվ կամ բարդ կոմբինացիներով գողությունների հեղինակները, առաջարկողներն ու կատարողները: Եթե այս փոփոխություններից հետո էլ այս սեգմենտը գոյատևեց ու հարմարվեց, ապա մնում է սպասել տասնյակ տարիներ մինչև մենթալիտետը փոխվի ու մարդկային համապատասխան գիտակցությունը, ձևավորվի նորմալ քաղաքացիական հասարակություն, որտեղ նմանները կդառնան ավելորդ՝ ռուդիմենտար օրգան…
Պետք է սկսել փոփոխությունների երկրորդ, երրորդ ալիքը՝ մինչև ստորին օղակներ ու աշխատակիցներ, այլապես կնմանվի «Արջամկան օրվան» ստիպված կլինենք նույնը վերապրել նորից ու նորից…
