«Հրապարակ» օրաթերթ գրում է. «Գլխավոր դատախազությունում սրտատրոփ սպասում են, թե ինչ կադրային փոփոխություններ է անելու Արթուր Դավթյանը: Նա արդեն մտել է գլխավոր դատախազի դերի մեջ, ինքնահաստատվել, մի քիչ էլ զարմացել նոր պաշտոնով: Սակայն կադրային փոփոխություններ դեռ չի շտապում անել:

Ի տարբերություն Կոստանյանի` նա լավ դիվանագետ է և իր պաշտոնավարման ընթացքում կխուսափի կտրուկ քայլերից, ամեն ինչ կանի կամաց, ծածուկ, տակից: Դատախազությունում կադրային փոփոխությունները կմեկնարկեն կառավարության ձևավորումից հետո: Այժմ այդտեղ թափուր է Արթուր Դավթյանի նախկին` դատախազի տեղակալի հաստիքը, որտեղ նշանակում պետք է անի նախագահը: Ինչ վերաբերում է նախկին գլխավոր դատախազ Կոստանյանին, արդեն հայտնի է, որ նա գնալու է Վրաստանում ՀՀ դեսպան, սակայն թե որքանով կհաջողի այդ պաշտոնում, դեռ հարց է:

Միևնույն ժամանակ` Կոստանյանը համարվում է ՄԻԵԴ-ում ՀՀ կառավարության ներկայացուցիչը, իսկ թե որքանով է այդ աշխատանքը համատեղելի դեսպանի աշխատանքի հետ, դժվար է ասել: Այդ պաշտոնում աշխատանքը լուրջ, ամենօրյա զբաղմունք է, այդտեղ պետք է նշանակեն լեզուների, իրավունքի, օրենքի, միջազգային կառույցում աշխատելու մեծ փորձ, հմտություններ ունեցող մեկին:

Ներկայիս գլխավոր դատախազը չի համապատասխանում այդ չափանիշներին, սակայն «կասկածելի» առողջական խնդիրների պատճառով դատախազի պաշտոնից հրաժարված Կոստանյանին այդ պաշտոնում թողնելն էլ անհասկանալի կլինի:

Ի դեպ, ասում են, թե Արթուր Դավթյանին ներկայացնելիս Կոստանյանը բավականին բարձր տրամադրություն է ունեցել, տեսքն էլ՝ թարմ ու հանգստացած»:
