Նոր կառավարության ձևավորմամբ պայմանավորված փոփոխությունները երկրի կառավարման համակարգում նոր ընթացք են ստանում: Նախ, նշանակվեցին նոր նախարարներ, որոնք ավանդականի պես ոչ թե քաղաքական գործիչներ են, այլ մասնավոր ոլորտի տարբեր ուղղություններում կառավարման բարձր օղակներ զբաղեցրած անձինք: Սպասվում է, որ մոտակա ժամանակահատվածում այլ պաշտոնյաներ ևս հեռանալու են:
Պարզ դարձավ նաև, որ ուռճացված պետական համակարգի օպտիմալացման և բեռնաթափման խնդիր է դրվել: Առանձին նախարարություններ և կառույցներ կդադարեն գործելուց կամ դրանց հիմքի վրա կստեղծվեն ավելի կոմպակտ հիմնարկներ: Օրինակ` քաղաքաշինության նախարարության փոխարեն ստեղծվելու է Ճարտարապետության և մշակութային արժեքների պահպանման կոմիտե:
Միևնույն ժամանակ, պետական համակարգում փոփոխությունների իրականացումը միանշանակ չի ընկալվում քաղաքացիների և մանավանդ որոշ քաղաքական կուսակցությունների կողմից: Մասնավորապես ՀԱԿ-ը, «Ժառանգությունը», «Քաղաքացիական պայմանագիրը» հայտարարում են, թե իրենք այն համոզմանն են, որ ընդամենը կոսմետիկ փոփոխություններ են լինելու, այսինքն` փոփոխվելու են միայն առկա համակարգի միայն աննշան ատրիբուտներ: Հասկանալի է, որ այս քաղաքական ուժերը ավելի շատ ելնում են իրենց քաղաքական շահերից, լուծում են իրենց քաղաքական խնդիրները, սակայն հասարակ մարդու աչքերով անգամ նայելու դեպքում կարելի է ասել, որ իրոք փոփոխությունների մեկնարկը տրված է:
