Արցախի Հանրապետության վարչապետ Արայիկ Հարությունյանը սեպտեմբերի 22-ին հրավիրել է ընդլայնված խորհրդակցություն՝ ԱԺ-ի մի խումբ պատգամավորների, գյուղատնտեսության, էկոնոմիկայի և ֆինանսների նախարարների, շրջվարչակազմերի ղեկավարների, հանրապետության գյուղոլորտի պատասխանատուների և խոշոր հողագործների մասնակցությամբ՝ քննարկելու գյուղատնտեսության զարգացման երկարաժամկետ հայեցակարգ մշակելու հարցը: Այս մասին «Արմենպրես»-ին տեղեկացրին ԱՀ կառավարության աշխատակազմի տեղեկատվության և հասարակայնության հետ կապերի բաժնից:

Կառավարության ղեկավարը, գյուղատնտեսությունը ներկայացնելով որպես ՀՆԱ-ի ձևավորման կարևորագույն ճյուղերից մեկը, ներկաներին մանրամասն ներկայացրել է ոլորտի զարգացման իր տեսլականը՝ հաշվի առնելով վերջին տարիների ընթացքում բազմաթիվ գործիքների օգտագործումն ու զարգացած երկրների փորձը: Ա. Հարությունյանի խոսքով՝ բնագավառի կարևոր ուղղություններից մեկի՝ երկրագործության զարգացումը պետք է սկսել հողերի արդյունավետ կիրառումից: 
«Սեփականաշնորհված գյուղամերձ հողերը, անհրաժեշտության դեպքում, պետք է ենթավարձակալության պայմանագրով և ցնքաշրջանառության պարտադիր պայմանի կիրառմամբ տրամադրել այն հողօգտագործողներին, ովքեր պատրաստ են հողը մշակել ագրոպայմաններին համապատասխան: Հենց նրանք, դրամաշնորհի տեսքով, կստանան պետական աջակցություն: Հողօգտագործողները պետք է հաշվի առնեն, որ այսուհետ կառավարությունն աստիճանաբար նվազեցնելու է հացահատիկային մշակաբույսերի գների ձևավորման գործում պետական միջամտության չափը՝ ժամանակի ընթացքում այն թողնելով շուկայի կարգավորմանը: Ուստի, ժամանակն է , որ անցնենք աշխարհում ընդունված արդի մեթոդների՝ ցանքաշրջանառության ու պարարտանյութերÕ « կիրառմանը՝ հետ կանգնելով գլխավորապես ցորենի մշակումից: Այդ ճանապարհին մենք օգտագործելու ենք աջակցության նոր գործիքակազմ և միայնակ չենք թողնելու հողամշակին»,- ասել է Ա. Հարությունյանը: 

Վարչապետն անդրադարձել է նաև բանջարաբոստանային և այգեգործության բնագավառների զարգացման ուղիներին՝ առաջարկելով հիմնական շեշտը դնել նոր տեխնոլոգիաների կիրառման վրա: Ա. Հարությունյանը, այդ տեսանկյունից, կարևորել է ոռոգման արդի համակարգերի ներդրումը, ինչի համար արդեն պետական դրամաշնորհներ են տրամադրվում հողօգտագործողներին:
Կառավարության ղեկավարն իր դիտարկումներն է ներկայացրել նաև անասնապահության ու մեղվաբուծության զարգացման վերաբերյալ՝ առաջարկելով խթանիչ ու աջակցող միջոցներ կիրառել՝ առանց միջամտելու վերջնական արտադրանքի գի ձևավորմանը:
Մշակվող հայեցակարգի վերաբերյալ վարչապետի ելույթից հետո, խորհրդակցության մասնակիցների միջև ծավալվել է քննարկում, հնչեցվել են տարբեր առաջարկություններ:
Խորհրդակցության ավարտին, ամփոփելով հնչեցված կարծիքներն ու առաջարկությունները, Ա. Հարությունյանը գյուղոլորտի պատասխանատուներին հանձնարարել է մշակել գյուղատնտեսության զարգացման երկարաժամկետ հայեցակարգ՝ ընթացիկ քննարկումներ ու խորհրդակցություններ ունենալով թե՛ բնագավառի մասնագետների, թե՛ գործարարների հետ:
