Վենետիկի հանձնաժողովը քննադատել է Ադրբեջանի Սահմանադրական փոփոխությունները

Եվրոպայի խորհրդի Վենետիկի հանձնաժողովը նախնական եզրակացության մեջ քննադատել է Ադրբեջանի Սահմանադրության մեջ արված փոփոխությունները, որոնք համազգային հանրաքվեի են դրվելու սեպտեմբերի 26-ին: Ինչպես «Արմենպրես»-ին տեղեկացրին ԵԽ լրատվական ծառայությունից, Վենետիկի հանձնաժողովի հայտարարության մեջ նշվում է, որ ներկայացված փոփոխությունները խախտում են իշխանությունների հավասարության սկզբունքն ու աննախադեպ լիազորություններ տալիս երկրի նախագահին:
«Նախագահական մանդատի երկարաձգումը 5-ից 7 տարվա չի կարող արդարացված լինել, եթե հաշվի առնենք նախագահի արդեն իսկ ուժեղացված դիրքը, ով 2009 թվականից կարող է վերընտրվել անսահմանափակ քանակությամբ»,- ասվում է հանձնաժողովի եզրակացության մեջ:
Մտահոգվելու մեկ այլ առիթ է նախագահին տրվող այն լիազորությունը, որով նա կկարողանա ցրել խորհրդարանը: Սահմանափակվելու են նաև խորհրդարանի լիազորությունները դատավորներին նշանակելու հարցում:
ԵԽ փորձագետները դժգոհել են նաև այն փաստից, որ նոր Սահմանադրությամբ նախագահը կկարողանա արտահերթ ընտրություններ հայտարարել իրեն հարմար ժամանակ:
Վենետիկյան հանձնաժողովը քննադատել է այն փաստը, որ սահմանադրական փոփոխությունները կատարվել են արագացված կերպով՝ չներառելով հասարակական կարծիքը: Սուղ ժամանակի պատճառով անգամ եվրոպացի փորձագետները չեն կարողացել այցելել Ադրբեջան՝ խորհրդատվություններ անցկացնելու երկրի իշխանությունների հետ: Հանձնաժողովն ափսոսանք է հայտնել, որ Ադրբեջանի իշխանությունները նախքան փոփոխությունները հանրաքվեի ներկայացնելը չեն քննարկել դրանք իրենց հետ:
